GUVNL Invites Bids for 625 MW Solar Projects with 625 MW Greenshoe Option

GUVNL Invites Bids for 625 MW Solar Projects with 625 MW Greenshoe Option

Gujarat Urja Vikas Nigam Limited (GUVNL) has issued a nationwide Request for Selection (RfS) for 625 MW of grid-connected solar photovoltaic (PV) projects, with an additional 625 MW available under a “greenshoe” option (Phase XXVIII). This initiative aims to expand Gujarat’s renewable energy footprint, encourage competition among developers, and secure a robust pipeline of clean electricity to meet growing demand.

Eligible projects include new, under-construction, or already commissioned plants located anywhere in India, provided they are not currently under a long-term Power Purchase Agreement (PPA) and have no existing obligations under other central or state programs. Projects may also be set up within operational wind farms if unused capacity is available for renewable integration at the relevant Gujarat Energy Transmission Corporation (GETCO) or Central Transmission Utility (CTU) substation.

Key details of the tender:

  • Minimum project size: 50 MW for interstate projects, 10 MW for STU-connected projects.
  • Earnest Money Deposit (EMD): ₹9,28,000 per MW via irrevocable bank guarantee.
  • Performance Bank Guarantee: ₹23 lakh per MW, to be furnished by successful bidders before PPA signing.
  • PPA duration: 25 years from the scheduled commencement of supply.

Bid schedule:

  • Online submission: 15 December 2025
  • Offline submission of physical documents including EMD: 17 December 2025
  • Opening of technical bids: 18 December 2025

Selected projects may connect to the central or state grid (CTU/STU) at the developer’s cost.

This tender follows GUVNL’s Phase XXVII solar procurement, where 500 MW of solar capacity with a 500 MW greenshoe option was invited earlier this year. Phase XXVIII reflects GUVNL’s ongoing commitment to accelerate renewable energy adoption and strengthen India’s clean energy infrastructure.
