OREDA Invites Bids for Rooftop Solar Projects in Government Universities

OREDA Invites Bids for Rooftop Solar Projects in Government Universities

The Odisha Renewable Energy Development Agency (OREDA) has put out the Odisha rooftop solar tender, which invites qualified bidders to build on-grid rooftop solar projects at government universities in the state. The goal of the program is to get more higher education institutions in Odisha to use renewable energy and less on traditional grid electricity.

Comprehensive Scope of Work

According to the tender notice, the Odisha rooftop solar tender covers the complete project lifecycle. The selected bidder will handle design and engineering, supply and installation, testing, and commissioning of rooftop solar photovoltaic (PV) systems.

In addition, the contractor will be responsible for comprehensive operation and maintenance (O&M) of the systems for a period of ten years. This long-term O&M requirement under the Odisha rooftop solar tender is intended to ensure consistent performance, reliability, and durability of the installed assets.

Capacity Based on Institutional Needs

The rooftop solar PV systems that will be installed under the Odisha rooftop solar tender will be sized differently for each university based on how much electricity they use and how easy it is to install on their roofs. Among the institutions mentioned in related communications is Biju Patnaik University of Technology in Rourkela, along with other organizations located in Berhampur.

Capacity allocation will be based on how much each institution uses and the rooftop infrastructure that is available. The technical bid documents on OREDA’s e-procurement portal include all the information you need about the Odisha rooftop solar tender, including the technical specifications, eligibility requirements, and system parameters. Bidders must follow the rules and standards set out in the tender documents exactly.

Timelines and Submission Details

As per the schedule, a virtual pre-bid meeting for the Odisha rooftop solar tender will take place on February 21, 2026. The last date for online bid submission is February 27, 2026, by 5:00 PM. By March 5, 2026, at 5:00 PM, you must send in hard copies of the required documents, such as the cost of the bid, bid security, and power of attorney.

The notice also mentions a tentative technical bid opening date of February 06, 2026, at 3:00 PM, which appears inconsistent with the submission timeline and may indicate a typographical error.

The Odisha rooftop solar tender forms part of the state’s broader strategy to expand distributed solar generation across public institutions and strengthen Odisha’s renewable energy footprint while promoting sustainable practices in the academic sector.
