NTPC Invites Bids for 15 MW Floating Solar Project with 60 MWh BESS in Mauritius

NTPC Limited, on behalf of NTPC (Mauritius) Energy Limited, has invited international competitive bids for an engineering, procurement and construction (EPC) package for a 15 MW floating solar photovoltaic (PV) project integrated with a 12 MW/60 MWh battery energy storage system (BESS) at Tamarind Falls Reservoir in Mauritius.

The project aims to combine floating solar generation with battery storage to improve electricity supply reliability and support firm power dispatch. The tender covers the complete development of the grid-connected floating solar plant and its associated battery storage facility.

Project Scope and Technical Requirements

The EPC package includes design, engineering, manufacturing, supply, transportation, storage, installation, testing and commissioning of the floating solar PV plant and the integrated BESS.

The floating solar installation must maintain a minimum DC-to-AC ratio of 1.33. The 12 MW/60 MWh battery storage system will help manage variations in solar generation and support the delivery of more reliable electricity.

The selected contractor will also provide post-commissioning maintenance services. The tender specifies three years of operation and maintenance (O&M) for the solar plant, an annual maintenance contract (AMC) for critical equipment, and a 12-year comprehensive annual maintenance contract (CAMC) for the BESS installation.

Bidding Process and Financial Requirements

The tender follows a single-stage, two-envelope bidding process, followed by a reverse auction. Bidders must submit an Earnest Money Deposit (EMD) or bid security of ₹2 crore or USD 207,600.

The tender also specifies contract performance security and additional bank guarantees. Consortium partners will collectively provide the contract performance security, while additional bank guarantees equivalent to 2% of the total contract price will be required for successful system integration.
