    NVVN Invites Bids For 500 MW/1000 MWh BESS In Rajasthan

    Standalone Battery Energy Storage Systems (BESS)

    The NTPC Vidyut Vyapar Nigam Limited (NVVN) has issued a Request for Selection (RfS) for setting up 500 MW/1,000 MWh Standalone Battery Energy Storage Systems (BESS) in Rajasthan under tariff-based competitive bidding. The project will be implemented under the Build-Own-Operate (BOO) model, and selected bidders will enter into a Battery Energy Storage Purchase Agreement (BESPA) with NVVN. The initiative aims to enhance grid stability and integrate renewable energy into the power system efficiently.

    This is a comprehensive overview of the NVVN’s RfS for the 500 MW/1,000 MWh Standalone BESS project in Rajasthan. Here’s a breakdown of the key points:

    Project Overview:

    • Objective: To deploy large-scale battery energy storage systems (BESS) to enhance grid stability and integrate renewable energy.
    • Capacity: 500 MW/1,000 MWh.
    • Location: Rajasthan, connecting to the state transmission utility (STU) network.
    • Model: Build-Own-Operate (BOO).
    • Procurement: Tariff-based competitive bidding.
    • Purchase Agreement: Battery Energy Storage Purchase Agreement (BESPA) with NVVN.
    • End Procurer: Rajasthan Urja Vikas and IT Services Limited (RUVITL).

    Financial Aspects:

    • Earnest Money Deposit (EMD): ₹6,82,000 per MW (Bank Guarantee, 12-month validity).
    • Performance Bank Guarantee (PBG): ₹17,05,000 per MW (before BESPA signing, valid until 9 months post-commissioning).
    • Viability Gap Funding (VGF): ₹27,00,000 per MWh or 30% of capital cost (whichever is lower), disbursed in five tranches with corresponding bank guarantees.

    Operational Requirements:

    • Minimum Bid Size: 50 MW/100 MWh.
    • Maximum Allocation: 250 MW/500 MWh per bidder.
    • Increment Size: 25 MW/50 MWh.
    • Charge-Discharge Cycles: Two complete cycles per day.
    • System Availability: Minimum 95% monthly.
    • Transmission and Grid Connectivity: Developer’s responsibility.
    • Scheduling: Compliance with STU scheduling, penalties for deviations.
    • Commissioning: Penalties for delays, potential BESPA termination and PBG encashment. Early commissioning allowed at developer’s risk.

    • Strengthening the electricity grid.
    • Better management of variable renewable energy sources.
    • Supporting India’s renewable energy transition.
    • Facilitating large-scale energy storage deployment.
