Rajasthan Electronics & Instruments Limited (REIL) has invited bids for the development of 15 MWp of grid-connected rooftop solar projects across government buildings in multiple States and Union Territories. The tender, issued under NIT No. REIL/NIT/PMC/2026-27/001 on September 8, 2026, will be implemented through the Renewable Energy Service Company (RESCO) model.
REIL, a Jaipur-based Mini Ratna Central Public Sector Enterprise, is serving as a Scheme Implementation Partner under the Ministry of New and Renewable Energy’s PM Surya Ghar: Muft Bijli Yojana. The initiative is aimed at accelerating the adoption of renewable energy across government infrastructure and supporting India’s broader target of achieving 500 GW of renewable energy capacity.

Under the tender, bidders will compete based on levelized tariffs for the 25-year project period. The maximum tariff has been capped at ₹4.64 per kWh for general category states and ₹5.15 per kWh for special category regions. Capacity in each region will be awarded to bidders quoting the lowest eligible tariff, or L-1.
The 15 MWp capacity has been divided into five regional clusters:
- Region 1: Andhra Pradesh, Telangana and Odisha – 4,900 kWp
- Region 2: Himachal Pradesh, Uttarakhand, Jammu & Kashmir and Ladakh – 1,500 kWp
- Region 3: Tamil Nadu, Karnataka and Kerala – 3,900 kWp
- Region 4: Gujarat, Maharashtra and Goa – 3,700 kWp
- Region 5: Punjab, Chandigarh and Haryana – 1,000 kWp
EMD and Bid Requirements
Bidders are required to submit an Earnest Money Deposit (EMD) of ₹0.45 lakh per MWp of quoted capacity. Registered Micro and Small Enterprises and recognised startups can seek EMD exemption by submitting valid UDHYAM or DPIIT certificates along with a Bid Securing Declaration.
Successful bidders will also need to furnish a Performance Bank Guarantee and deposit 15% of the applicable Project Management Consultancy charges within the stipulated period before the Letter of Award is issued.
Project Responsibilities and Timeline
Selected RESCO developers will be responsible for the complete project lifecycle, including site identification, Power Purchase Agreement (PPA) execution, installation, grid connectivity, commissioning, and operation and maintenance throughout the 25-year project period.
The deadline for submitting pre-bid queries is September 14, 2026, with the pre-bid conference scheduled for the same day. Interested bidders must submit their proposals through the Central Public Procurement Portal by September 29.
The tender represents another step toward expanding rooftop solar deployment across public infrastructure while creating opportunities for private renewable energy developers under the RESCO framework.
