Rajasthan Electronics & Instruments Limited (REIL) has issued a tender for the survey, design, supply of Balance of System (excluding SPV modules), erection, testing, commissioning, and five years of comprehensive O&M of 5 MW grid-connected rooftop solar PV plants on state government buildings in Jammu & Kashmir. The project is estimated at ₹9.80 crore, and bidding will proceed via an open domestic tender followed by an e-reverse auction.
Published on September 16, 2025, at 17:00 hours, the tender allows document download, clarifications, and bid submission to begin immediately, with the deadline set for October 7, 2025, at 17:00 hours. Clarification requests must be submitted by September 27, 2025; responses will be issued by September 30, 2025. A pre-bid conference will be held September 23, 2025, 11:00 am–12:00 pm, both in person at REIL Jaipur and online; queries for that must be submitted by September 22, 2025, at 17:00 hours. Techno-commercial bids will be opened October 8, 2025, at 17:00 hours; financial bids will be opened later for eligible bidders.
The Earnest Money Deposit (EMD) is ₹3,92,000 per MW of quoted capacity, payable through bank guarantee, insurance surety bond, demand draft, fixed deposit receipt, or banker’s cheque in favor of REIL, Jaipur. Validity must extend 90 days beyond the bid submission deadline. Micro and Small Enterprises are exempt from EMD if they provide a UDYAM certificate and bid securing declaration.
A Performance Bank Guarantee (PBG) of 3% of the contract value is required within 21 days of award and must remain valid for 60 months post completion plus a 30 days claim period. It will be released by REIL three months after the O&M period ends.
Bidders must use a single-stage two-envelope system, submitting technical and financial proposals separately. Only Class‑I local suppliers may apply. The contract may be shared among multiple bidders based on feasibility.
