In a major push to expand renewable energy adoption in Bihar, South Bihar Power Distribution Company Limited (SBPDCL) has issued a request for proposal (RFP) to develop 275 MW of grid-connected rooftop solar projects across the state. The tender has been issued on behalf of both SBPDCL and North Bihar Power Distribution Company Limited (NBPDCL) under the PM Surya Ghar – Muft Bijli Yojana, using the Utility-Led Aggregation (ULA) model.
The project targets the installation of rooftop solar systems for around 2.5 lakh Kutir Jyoti households across 18 power distribution circles, including nine circles under SBPDCL and nine under NBPDCL. Each rooftop solar plant will have a minimum capacity starting from approximately 1.1 kW. The initiative aims to provide clean and affordable electricity to economically weaker households, enabling them to significantly reduce or eliminate their electricity bills.
Under the ULA model, distribution companies act as aggregators by identifying eligible households, coordinating installations, and streamlining implementation, thereby reducing the burden on individual consumers and ensuring faster deployment. The tender allows participation under both CAPEX and RESCO modes, offering flexibility to solar developers, EPC contractors, and RESCO players.
Interested bidders are required to pay a tender document fee of ₹25,000 plus applicable GST and submit an earnest money deposit (EMD) of ₹1 lakh per MW. All tender-related documents and updates are available through the Bihar government’s e-procurement portal.
The RFP download period begins on January 15, 2026, at 10:00 hours, followed by a pre-bid meeting on January 16, 2026, at 15:30 hours to address bidder queries. The deadline for online bid submission is January 29, 2026, while the techno-commercial bids will be opened on January 30, 2026, at 16:00 hours.
Bihar currently lags behind many states in rooftop solar adoption under the PM Surya Ghar scheme, despite accounting for a significant share of India’s population. The state government also spends around ₹8,000 crore annually on electricity subsidies for BPL families under the Kutir Jyoti Scheme. The large-scale rooftop solar rollout is expected to reduce subsidy dependence while strengthening Bihar’s renewable energy capacity.
The tender is expected to create significant opportunities for solar developers, EPC firms, and RESCO companies, while accelerating the state’s transition toward sustainable and distributed energy generation.
