Torrent Power Invites Bids for 200 MW Firm, Dispatchable Renewable Energy (FDRE) with Storage

Torrent Power Floats 200 MW Renewable Storage Tender

Torrent Power Limited (TPL) has floated a Request for Selection (RfS) for the supply of 200 MW firm and dispatchable renewable energy (FDRE) from projects integrated with energy storage systems (ESS). The tender also includes a greenshoe option of up to 100 MW, allowing additional capacity procurement under the same terms.

The procurement will be conducted under a tariff-based competitive bidding process in line with TPL’s commitment to strengthen round-the-clock renewable power availability.

Tender Scope & Technology Eligibility

Under RfS No. TPL/FDRE/01/2025, the projects must deploy one or a combination of the following:

  • Solar photovoltaic systems
  • Wind power generating systems
  • Wind–solar hybrid systems

Any other renewable resource-based generation integrated with ESS

Both under-construction and commissioned projects without a long-term PPA are eligible, provided they are not tied under any other state or central schemes. The projects will be implemented on a Build-Own-Operate (BOO) basis at any location in India.

Contract Tenure & Tariff

TPL will sign a 25-year Power Purchase Agreement (PPA) with successful bidders from the project’s Scheduled Commercial Operation Date (SCOD).

The maximum tariff will remain fixed for the entire PPA duration, discovered through the e-bidding and e-reverse auction process.

Key Dates & Bidding Schedule

  • Tender Document Download: Aug 8, 2025 (1700 hrs) – Aug 30, 2025 (1600 hrs)
  • Pre-Bid Meeting: Aug 19, 2025, 1100 hrs (Virtual) – registration by Aug 18
  • Submission Deadline: Aug 30, 2025, 1700 hrs (Online + Physical documents at TPL Ahmedabad office)
  • Technical Bid Opening: Sept 1, 2025, 1000 hrs
  • Financial Bid Opening & e-Reverse Auction: Sept 3, 2025, from 1000 hrs onwards

Bid Fees & EMD

  • RfS Document Fee: ₹25,000 + 18% GST
  • Processing Fee: ₹3,00,000 + 18% GST
  • EMD: ₹20 lakh per MW

Payments can be made via DD/Pay Order in favour of Torrent Power Limited (payable at Ahmedabad) or via NEFT/RTGS to Bank of Baroda, Ashram Road branch.

Participation & e-Bidding Process

The bidding will be hosted on www.bharat-electronictender.com. Bidders must be registered on the portal as a “Supply Organization/Bidder” and pay applicable ETS fees before participating in the reverse auction.

Queries related to the RfS must be submitted by 5:00 PM on Aug 14, 2025 in the prescribed format (Annexure 5.11). Only two representatives from each bidder can attend the virtual pre-bid conference.

Additional Incentives & Benefits

Bidders can avail fiscal incentives such as Accelerated Depreciation, concessional duties, tax holidays, and carbon credit trading benefits. These will not influence bid evaluation as all participants are considered on equal terms.
