NTPC REL Floats Mega Tender for 1.2 GW Solar Module Supply at Khavda

Madhya Pradesh Power Generating Company Invites Bids for 30 MW Solar EPC Project

NTPC Renewable Energy Limited (NTPC REL), a wholly-owned subsidiary of NTPC Green Energy Limited, has officially Launched a major tender for the massive supply of  PV module for its 1.2 GW of solar power Projects. This large-scale procurement is the key part of the development of the Khavda RE park-south Block situated in Gujarat’s Rann of Kutch.

Key Details of the Project

The tender uses a single-stage, two-envelope method (Techno-Commercial and Price Bid) and is organised under domestic competitive bidding.

The total procurement is divided into four distinct blocks—S1, S2, S3, and S4—with a combined DC capacity reaching approximately 1575.6 MWp including spares.

  • Block S1: 325 MWp (328.25 MWp total).
  • Blocks S2 & S3: 390 MWp each (393.90 MWp total per block).
  • Block S4: 455 MWp (459.55 MWp total).

Scope of Work

The scope of work is comprehensive, encompassing the manufacturing, packing, forwarding, transportation, and supply of high-efficiency Crystalline Solar PV Bifacial Modules.

  • Block S1 requires strict ALMM List-I compliance
  • Blocks S2, S3, and S4 can utilize modules from either ALMM List-I or List-II

Bidding Timeline and Financial Requirements

Prospective bidders must adhere to a tight schedule, with the bidding documents becoming available for download starting May 13, 2026.

  • Pre-Bid Conference: May 14, 2026.
  • Bid Submission Deadline: May 22, 2026, at 15:00 IST.
  • Technical Bid Opening: May 22, 2026, at 15:30 IST.

The bid security requirements are significant, scaling with the capacity quoted. For a single block like S1, the security is set at ₹5 crore, while a bidder quoting for the full 1575.6 MWp capacity must provide a bid security of ₹50 crore.

Qualification Criteria for the bidders

In order to be eligible for the NTPC Solar Module Tender:

The Bidders must show that they have produced and supplied at least 200 MWp of solar modules or cells in a 12-month period within the previous five years.

In terms of finances, the average yearly turnover over the previous three years must reach a certain level determined by the blocks specified (for example, Block S1 is computed at MWp x 0.2155 INR Crore).

Additionally, the bidder’s net worth must not be less than 100% of their paid-up share capital as of the last day of the preceding financial year.
