TGGENCO Invites Bids for 375 MW / 1,500 MWh Standalone BESS Projects

TGGENCO Issues Tender for 1.5 GWh BESS Projects

In a major push toward flexible, dispatchable renewable energy, Telangana Power Generation Corporation (TGGENCO) has issued a tender inviting bids to develop 375 MW / 1,500 MWh of standalone Battery Energy Storage Systems (BESS) across two project sites. The tender aims to enhance Telangana’s peak management, renewable integration, and grid reliability.

Bids must be submitted by December 27, 2025, and will be opened on December 31, 2025.

Tender Overview

  • Total BESS Capacity: 375 MW / 1,500 MWh

Project Structure:

  • Project 1: 187.5 MW / 750 MWh at Maheswaram (400/220 kV)
  • Project 2: 187.5 MW / 750 MWh at Choutuppal (400/220 kV)

Bidding Route: Notified as competitive bid

Issuing Authority: Telangana Power Generation Corporation (TGGENCO)

Financial Requirements

Bidders must comply with the following financial obligations:

  • Document Processing Fee: ₹1,000,000 (~$11,214) per project
  • Earnest Money Deposit (EMD): ₹500,000 (~$5,604) per MW of quoted capacity
  • Performance Bank Guarantee (PBG): ₹1,250,000 (~$14,018) per MW of awarded capacity
  • Success Charges: ₹100,000 (~$1,121) per MW of awarded capacity

The project will also receive Viability Gap Funding (VGF) of ₹1,800,000 (~$20,186) per MWh of awarded capacity, disbursed in three stages:

  • 20% at financial closure
  • 50% at COD
  • 30% one year after COD, upon certification

Project Site & Grid Integration

  • Project 1: Integrated with 400/220 kV Maheswaram substation
  • Project 2: Integrated with 400/220 kV Choutuppal substation

Land will be provided on a right-to-use basis at a token lease of ₹1 per acre per year.

Technical Specifications

The BESS must satisfy stringent performance standards:

  • One full operational cycle per day (4-hour charge + discharge)
  • Minimum system availability: 95% annually
  • Minimum AC-to-AC round-trip efficiency: 85% (monthly), excluding auxiliaries
  • Technology Requirement: Must use commercially established and operational technologies
  • Auxiliary Power: Developer may use DISCOM connection or draw from interconnection point

Key Timelines

  • BESPA Signing: Within 30 days of LoA
  • Commissioning Deadline: 18 months from BESPA effective date
  • BESPA Tenure: 15 years from full commissioning

Eligibility Requirements

  • Net Worth Requirement: ≥ ₹27,500,000 (~$84,111) per MWh
  • Assessed either as of the last financial year
  • Or at least 7 days before bid submission

The tender mandates that only mature, commercially deployed storage technologies be used to ensure timely commissioning and reduce technology risk.
