West Bengal Green Energy Development Corporation Limited Floats 3.5 MW Rooftop Solar Tenders with Battery Energy Storage

West Bengal Green Energy Development Corporation Limited (WBGEDCL) has floated multiple domestic competitive bidding (DCB) tenders for the design, engineering, procurement, supply, installation, testing, commissioning, and comprehensive maintenance of grid-connected rooftop solar photovoltaic (GRTSPV) systems integrated with Battery Energy Storage Systems (BESS) across different locations in West Bengal.

The cumulative rooftop solar capacity under these tenders is approximately 3.5 MW, with battery storage systems deployed site-wise.

Nature of the Tender

  • Tendering mode: Domestic Competitive Bidding (DCB) through e-tendering
  • Tender type: Multiple NIeTs issued separately for different locations
  • Project model: Rooftop solar PV with co-located BESS
  • Maintenance period: 5 years comprehensive maintenance from date of commissioning

Each NIeT represents an independent package, collectively contributing to the overall rooftop solar capacity.

Project Locations and Capacities

The tenders cover rooftop solar-plus-storage installations at multiple government and institutional sites, including layer farms and public facilities across districts such as:

  • Bankura – 0.5 MWp solar with 0.5 MW / 0.7 MWh BESS
  • Malda – 1 MWp solar with 0.5 MW / 1.8 MWh BESS
  • Nadia (Haringhata) – 1 MWp solar with 2 MWh BESS
  • Cooch Behar (Mekhliganj) – 1 MWp solar with 0.5 MW / 1.8 MWh BESS

(Additional smaller rooftop packages under separate NIeTs contribute to the total aggregated capacity.)

Scope of Work

The scope under each NIeT includes:

  • Design and detailed engineering of rooftop solar PV systems
  • Manufacture/procurement and supply of solar and BESS equipment
  • Installation and commissioning of GRTSPV and BESS
  • Integration with grid, generator, and energy management systems
  • Supervisory control, monitoring, and load balancing
  • Comprehensive operation and maintenance for five years

Estimated Project Cost

The estimated project cost varies by location and capacity, ranging from ₹6.14 crore to over ₹11.37 crore (including GST) per package, as specified in individual NIeT documents.

Bid Security and Fees

  • Tender document fee: ₹10,000 plus 18% GST (non-refundable)
  • Earnest Money Deposit (EMD): Ranges between ₹12.28 lakh and ₹22.74 lakh, depending on the package
  • Additional performance security: 10% of tendered value, if applicable

Key Dates

  • NIeT publication date: 6 February 2026
  • Pre-bid query deadline: 11 February 2026
  • Pre-bid meeting: 11–12 February 2026 (as per respective NIeTs)
  • Bid submission deadline: 27 February 2026 (up to 4:00 PM)
  • Technical bid opening: 2 March 2026
  • Financial bid opening: To be intimated later

Eligibility Criteria (Brief)

Bidders must:

  • Be registered Indian entities with valid GST, trade licence, and electrical licences
  • Have executed similar rooftop solar projects (minimum 0.5–1 MW capacity)
  • Demonstrate experience in BESS integration (minimum 20 kW / 40 kWh)
  • Meet minimum turnover and working capital requirements

Objective of the Initiative

The tender is aimed at:

  • Expanding distributed rooftop solar capacity in West Bengal
  • Integrating battery storage for improved reliability and load management
  • Supporting decentralised clean energy deployment under RIDF-XXXI
