LFP Cathode Active Materials manufacturer Altmin and Singareni Collieries Company Ltd (SCCL) have signed a Memorandum of Understanding (MoU) to jointly establish India’s first large-scale battery-grade lithium refinery in Telangana. The proposed facility is expected to produce 30,000 tonnes per annum (TPA) of battery-grade Lithium Carbonate and is slated to commence operations by 2027, according to a company statement.
The agreement, with an estimated outlay of ₹2,250 crore, was signed in the presence of Chief Minister A. Revanth Reddy at the recently concluded Telangana Rising Summit in Hyderabad.
Under the partnership, SCCL, a jointly owned PSU of the Government of Telangana and the Government of India, and Altmin will form a joint venture to localize lithium refining in India. The companies will collaborate with a Brazilian integrated Lithium Mine-Refinery to bring globally benchmarked technology into the country and ensure a steady supply of high-purity lithium ore for refining.
The proposed refinery is recognized as the first Indian project to be produced and listed under the Mineral Security Partnership (MSP).
“This initiative will significantly reduce India’s dependence on imported refined lithium, strengthen national energy security and support the rapid expansion of India’s electric vehicle (EV) and advanced battery manufacturing ecosystem,” the Telangana Government said.

The State Government also highlighted that the project is expected to act as a catalyst for the development of an integrated battery manufacturing ecosystem in Telangana, attracting downstream investments in cell manufacturing, advanced materials, and clean mobility technologies, while creating substantial employment opportunities and high-end technical capabilities.
