Assam Power Generation Corporation Ltd. (APGCL) and Oil India Ltd. (OIL)‘s joint venture, AOGPL Oil Green Power Limited (AOGPL), has invited bids to appoint a consultant for the development of a 25 MW/100 MWh Battery Energy Storage System (BESS) at the Namrup Solar Project in Assam. As part of the bidding process, interested bidders are required to pay a non-refundable online tender processing fee of ₹1,000.
Sufficient land is available within the boundary of the Namrup Thermal Power Station, Namrup, where the project is proposed to be developed. AOGPL OIL GREEN POWER LIMITED will develop the project under the supervision of its Chief Executive Officer (CEO). Through this tender, the company is seeking to appoint a consultant for the preparation of a Pre-Feasibility Report (PFR) and Detailed Project Report (DPR).
The joint venture company intends to establish a 25 MW/100 MWh Battery Energy Storage System (BESS). The BESS may be developed as a standalone project or integrated with the upcoming 25 MW Namrup Solar Project. The final capacity of the BESS may vary depending on the technical and financial viability determined through the proposed PFR/DPR.
The latest tender aligns with Assam’s latest budget, which allocated over Rs. 77,353 crore in planned investments across hydro, solar, thermal, and energy storage projects. The 2026-27 budget has also proposed extending the exemption from Electricity Duty on captive consumption of electricity generated from renewable energy sources for a further period of three years, from April 1, 2026, to March 31, 2029.
Under the scope of work, Assam Power Generation Corporation Ltd. (APGCL) requires bidder, an experienced consulting firm selected through the Quality and Cost-Based Selection (QCBS) process. The tender seeks to engage a consultant to prepare a Pre-Feasibility Report (PFR) and Detailed Project Report (DPR) for the solar-plus-storage project.
Conducting a site assessment, creating basic technical design drawings and specifications, creating a financial model and analysis, performing a risk assessment and mitigation plan, creating an implementation timeline and execution plan, and creating an Operations and Maintenance (O&M) plan are all included in the scope of work.
For at least one Battery Energy Storage System (BESS) with a capacity of at least 100 MWh, the tenderer must have experience offering consulting services for the feasibility study and preparation of a DFR/DPR within the previous five years from the first bid deadline. Experience with a government agency, PSU, CPSU, municipal board, or a comparable institution is required.
