Bihar State Power Generation Company Limited (BSPGCL) has floated a tender for the development of a 125 MW/500 MWh standalone Battery Energy Storage System (BESS) at Kajra in Lakhisarai district, Bihar. The project will be developed on a Build, Own, Operate and Transfer (BOOT) basis.
Under the tender, BSPGCL will provide approximately 15 acres of land within the boundary premises of the Kajra Solar Power Plant for setting up the BESS. The selected Battery Energy Storage System Developer (BESSD) will be responsible for establishing the system and its interconnection with the InSTS network.

The BESSD will also be responsible for arranging and supplying the charging power required for the storage system, with power preferably sourced from renewable energy sources. Bihar DISCOMs/BSPHCL will enter into a Battery Energy Storage Purchase Agreement (BESPA) with the selected bidder for a period of 15 years.
Financial and eligibility requirements:
- Tender document fee: ₹25,000 + GST
- Processing fee: ₹15 lakh + GST
- Earnest Money Deposit (EMD): ₹13 crore
- Performance Bank Guarantee: ₹32 crore
- Minimum net worth: ₹170 crore
Average annual turnover requirement: ₹250 crore over the last three financial years, or other specified financial criteria
For technical eligibility, bidders must have experience in the design, engineering, procurement, testing and commissioning of grid-connected BESS projects with a cumulative capacity of at least 5 MWh, with each project having a minimum capacity of 1 MWh. Alternatively, bidders can qualify by owning and operating an operational manufacturing facility in India with a minimum capacity of 500 MWh for lithium-ion or advanced battery technologies.
The last date for submission of bids is September 23, 2026, by 4 PM, while the techno-commercial bids will be opened on the same day at 5 PM. The project is expected to strengthen Bihar’s energy storage infrastructure and support the integration of renewable power into the state’s electricity system
