    Haryana Issues Tender for Four 2.5 MW / 5 MWh Battery Energy Storage Systems

    Dakshin Haryana Bijli Vitran Nigam Limited (DHBVNL) has released a RfS to procure four standalone BESS, each of 2.5 MW / 5 MWh capacity

    Dakshin Haryana Bijli Vitran Nigam Limited (DHBVNL) has released a Request for Selection (RfS No. 7/DHBVNL/BESS/Phase I) to procure four standalone battery energy storage systems, each of 2.5 MW / 5 MWh capacity. The projects, aimed at enhancing grid stability and renewable energy integration, will be developed at 33 kV substations under both DHBVNL and Uttar Haryana Bijli Vitran Nigam Limited (UHBVNL).

    The initiative, supported by the central government’s Viability Gap Funding (VGF) scheme providing up to 30% of project costs, marks Haryana’s important step in modernizing its distribution network.

    Tender Scope & Technology Eligibility

    The projects will be set up on a Build-Own-Operate (BOO) model, with developers responsible for complete design, construction, operation, and maintenance. The storage systems will enable:

    • Energy storage for on-demand usage
    • Absorption of surplus renewable generation
    • Supply of stored energy during peak demand

    The procurement will be conducted via a tariff-based competitive bidding process, followed by an e-Reverse Auction among qualified bidders.

    Key Dates & Bidding Schedule

    • RfS Issue Date: August 14, 2025
    • Clarification Submission: June 19, 2025 (by 5:00 PM)
    • Pre-Bid Meeting: June 20, 2025, 11:00 AM (Hisar)
    • Bid Submission Deadline: 10 September 2025

    Bid Fees & Financial Requirements

    • RfS Document Fee: Non-refundable (amount as per tender portal)
    • Processing Fee: Applicable as per tender norms
    • Earnest Money Deposit (EMD): ₹48,00,000 per project (via bank guarantee)
    • Performance Bank Guarantee (PBG): ₹1.20 crore per project (before agreement signing)

    These financial safeguards are designed to ensure only serious and committed developers participate.

    Participation & E-Bidding Process

    The bidding will be conducted through the official tender portal. Interested developers must register to access tender documents, submit bids, and receive updates. A two-envelope system will be followed, leading into the e-Reverse Auction for tariff discovery.

    Bidders are solely responsible for tracking clarifications, addendums, or notices published on the official website.

    This tender strengthens Haryana’s efforts to integrate renewable energy while safeguarding grid reliability and flexibility. By introducing advanced BESS technology, the state aims to address renewable intermittency challenges and move closer to a sustainable energy future.

    Capacity The tender covers four standalone grid-interactive Battery Energy Storage Systems, each with a capacity of 2.5 MW / 5 MWh, for a total of 10 MW / 20 MWh.
    Location The projects are to be set up at 33 kV substations located within the jurisdictions of both Dakshin Haryana Bijli Vitran Nigam Limited (DHBVNL) and Uttar Haryana Bijli Vitran Nigam Limited (UHBVNL).
