India and Norway have signed five major agreements to strengthen cooperation in clean energy, offshore wind, ocean technologies, and sustainable innovation during Prime Minister Narendra Modi’s visit to Oslo. The agreements are aimed at boosting joint research, green transition projects, and industrial innovation between the two countries.
Focus on Clean Energy and Offshore Wind
Among the most significant outcomes was a project-specific collaboration agreement focused on ocean energy and offshore wind technologies between multiple CSIR institutes and Norwegian research organisations led by SINTEF.
The agreement brings together CSIR-Structural Engineering Research Centre (CSIR-SERC), CSIR-National Aerospace Laboratories (CSIR-NAL), CSIR-National Institute of Oceanography (CSIR-NIO) and CSIR-Fourth Paradigm Institute (CSIR-4PI), along with SINTEF Ocean, SINTEF Digital, FME NorthWind and SINTEF Community.
The collaboration is intended to strengthen India’s offshore renewable energy capabilities while supporting national carbon neutrality and renewable energy goals. The joint programme will focus on floating offshore wind systems, reduction in Levelized Cost of Energy (LCOE), sustainability and ESG standards, pilot demonstrations, industrial development, standardisation and skill development
CSIR will provide funding support of around ₹341 lakh for the project.
Broader Green Transition Partnership
CSIR also signed a broader collaboration agreement with SINTEF for the 2026–2029 period under an existing partnership framework established in 2014. The agreement focuses on circularity and sustainability transition through joint research and innovation initiatives.
Key areas of collaboration include bio-based materials and processes, innovation hubs, ocean energy systems, offshore wind and hybrid technologies, carbon capture, storage and utilisation (CCUS), and waste valorisation.
Research Cooperation for Sustainable Development
Another key agreement was signed between DSIR/CSIR and the Research Council of Norway (RCN) to promote cooperation in research, innovation, technology development and capacity building.
The agreement between DSIR/CSIR and the Research Council of Norway will support joint research, technology development, and innovation initiatives between the two countries. It also includes plans for scientist exchanges, collaborative R&D projects, and workshops focused on climate action, clean energy, ocean sustainability, healthcare, and other global development goals.
