TPDDL has awarded its 250 MW firm and dispatchable renewable energy (FDRE) tender to four developers under a build-own-operate (BOO) model.

MP Jal Nigam (MPJM) has issued two captive-mode renewable energy tenders, seeking the development of a 100 MW ground-mounted solar PV project and a 60 MW wind power facility. The deadline for both tenders is August 22, 2025, setting the stage for a competitive push to support the state’s energy transition goals.

    Scope & Of-Ftaker

The power generated from both the solar and wind projects will be consumed by MPJM under a Power Supply and Offtake Agreement (PSOA). The agreements mandate that developers ensure a minimum of 90% of the annual guaranteed energy output, based on a 19% capacity utilization factor (CUF), over five consecutive years. MPJM reserves the right to terminate contracts under PSOA terms if obligations aren’t met.

    Solar Tender Highlights

    • Project Type: 100 MW ground-mounted solar PV in Mandsaur district (Ramnagar & Dhanwada).
    • Scope: Encompasses design, engineering, procurement, construction, testing, commissioning, and 25 years of O&M.
    • Land Requirement: Developers must secure contiguous land. If government land is insufficient, acquiring private land at their own cost is mandatory.
    • Timelines: Projects must be operational within 24 months of awarding.

    Tender Fees:

    • EMD: ₹50 lakh
    • Tender Fee: ₹50,000 (plus ₹1,180 processing fee)
    • Performance Security: ₹20 crore on issuance of LOA

    Eligibility:

    • Completed ≥25 MW cumulative solar projects or one project of ≥10 MW in the last 7 years
    • Net worth of ₹60 crore

Module Compliance: Must adhere to MNRE’s ALMM List I & II

    Wind Tender Highlights

    • Project Type: 60 MW grid-connected wind power project under captive mode.
    • Expansion Clause: Capacity extendable up to 62 MW depending on turbine selection.
    • Implementation: Connect via 132 kV MPPTCL substation through pooling station(s).
    • Scope: Includes design, procurement, construction, and 25 years of O&M, extendable by 10 years.
    • Regulatory Compliance: Developers must ensure forecasting, scheduling, and open access regulations are met.
    • Land Requirement: Similar to solar—contiguous plot, with private acquisition if needed.
    • SPV Formation: Joint venture between MPJM and developer at 26:74 equity share.
    • Eligibility:
    • Completed at least one ≥10 MW wind project and ≥15 MW cumulative wind in the last 7 years
    • Net worth ≥ ₹517.5 lakh (~₹5.175 crore)
    • Key Dates & Submission Details
    • Bid Submission Deadline: August 22, 2025
    • Bid Opening: Scheduled for August 25, 2025 (for solar)
    • Fees & EMD: ₹50,000 tender fee, ₹50 lakh EMD; additional securities and guarantees as per project type
Capacity Solar Project Capacity: 100 MW ground-mounted solar PV (captive mode), located in Mandsaur district (Ramnagar & Dhanwada) — includes design, construction, and 25-year O&M. Wind Project Capacity: 60 MW grid-connected wind capacity (captive mode), with the option to extend up to 62 MW based on selected turbine configuration.
