NTPC REL (NTPC Renewable Energy Limited) has invited bids for the development of a 215 MW wind energy project in Madhya Pradesh, further expanding the company’s renewable energy portfolio in the state.
The project is planned to be connected to a State Transmission Utility (STU) substation in Madhya Pradesh. NTPC REL has kept the tender free of cost, while bidders will be required to submit a bid security of Rs. 20 crore.
Bids for the project can be submitted until September 25, 2026. NTPC REL plans to finance the project package through a combination of its own resources and borrowings.

The tender comes after another significant wind power development in Madhya Pradesh. Ayana Renewable Power Private Limited (Ayana) had previously secured a 193 MW wind project in the state.
Ayana is a subsidiary of ONGC NTPC Green Private Limited, a 50:50 joint venture between NTPC Green Energy Limited and ONGC Green Limited. The company won the project alongside Bharat Petroleum Corporation Limited (BPCL), which secured a separate 100 MW wind project under Madhya Pradesh Power Management Company Limited’s (MPPMCL) 800 MW wind tender.
Under the tender, the successful bidder will be responsible for a broad range of activities associated with setting up the wind project. These include detailed design, engineering, micro-siting, manufacturing and other project development activities.
The bidder will also have to undertake complete land acquisition and arrange STU connectivity for the project.
A key requirement of the tender is the deployment of ALMM (Wind)-listed Wind Turbine Generators (WTGs). The wind turbine machines offered for the project must have a minimum capacity of 3.0 MW.
Bidders are also required to associate with a WTG manufacturing entity whose WTG model has an approved rating of at least 3,000 kW and is included in the latest Approved List of Models and Manufacturers (ALMM) for Wind issued by the Ministry of New and Renewable Energy (MNRE) before the techno-commercial bid opening.
The tender also specifies financial qualification criteria for prospective bidders.
Minimum average annual turnover: Rs. 395.96 crore
The turnover will be calculated for the preceding three financial years as of the date of techno-commercial bid opening.
Bidders must meet the financial and technical qualification requirements specified in the tender documents.
Restrictions on WTG Manufacturer Participation
The tender lays down specific conditions governing the participation of WTG manufacturing entities.
A WTG manufacturing entity can participate in the tender through only one route — either directly as a bidder or as an associate of a bidder. If the same manufacturing entity participates through more than one route, all such bids will be rejected.
In addition, a WTG manufacturing entity can associate with only one eligible bidder under the specified clause. If it associates with more than one bidder, all bids involving that manufacturer will be rejected.
The eligibility and participation conditions are intended to ensure that bidders have the required technical experience, financial strength, land and transmission capabilities, and access to approved wind turbine technology for executing the 215 MW project in Madhya Pradesh.
