Odisha has attracted investment intents worth ₹2.43 lakh crore, with the proposals estimated to generate around 6.18 lakh employment opportunities, following Chief Minister Mohan Charan Majhi’s three-day investment outreach to the United Arab Emirates (UAE).
The investment drive, held across Abu Dhabi and Dubai, resulted in the signing of eight Memorandum of Understanding (MoUs) and 16 Investment Intent Forms (IIFs). The delegation conducted 26 one-to-one meetings and participated in six roundtable discussions involving UAE-based investors, global business leaders, sovereign and institutional investors, Indian diplomatic representatives and members of the Odia diaspora.
The outreach concluded with the Odisha Investors’ Meet-UAE 2026 in Dubai, which brought together nearly 400 investors and business leaders. Discussions centred on Odisha’s industrial capabilities, investment policies and opportunities in emerging and high-growth sectors.
Investments Across Key Emerging Sectors
Several agreements were signed during the UAE visit. CAZBAA Project Ventures FZCO entered into an MoU for an LNG storage project, while Rana Holdings Limited expressed investment interest in green energy, artificial intelligence data centres and rare earths.
Sharaf Group signed an agreement related to the housing sector, while PTCL Infrastructure indicated its intention to invest in steel and downstream manufacturing.
Additional investment proposals came from Dalwin Marine and Turbo Power Engineering for ship-repair facilities, Ion Technologies Pvt Ltd for a propellant manufacturing plant and Agrifields FZCO for fertiliser and chemical projects.
The proposed investments span a diverse range of industries, including tourism, logistics, financial services, food processing, critical minerals, rare earths, metals and mining, aluminium and steel downstream industries, chemicals and petrochemicals, green energy, LNG, IT and electronics, artificial intelligence, data centres, healthcare, infrastructure, real estate, circular economy, ship repair, fertilisers and propellant manufacturing.
Focus on Critical Minerals, Manufacturing and Technology
The investment outreach began in Abu Dhabi, where the Odisha delegation held meetings with government officials, sovereign investors, institutional stakeholders and industry representatives.
A key interaction involving International Holding Company (IHC) and the Adani Group explored potential collaboration across critical minerals and rare earths, metals and metallurgy, chemicals and petrochemicals, renewable energy equipment, healthcare, industrial infrastructure, tourism and skill development.
The delegation also held discussions with Borouge regarding the potential development of a petrochemical downstream ecosystem in Odisha. Engagements with the Indian Business and Professional Group focused on trade, exports and investment opportunities.
On the second day, sector-specific discussions covered areas including IT and electronics, agriculture and food processing, steel and downstream manufacturing, logistics, skill development, rare earths, circular economy, chemicals and aluminium.
Majhi also visited Emirates Global Aluminium to understand advanced aluminium manufacturing and value-addition practices that could potentially contribute to the development of Odisha’s downstream industrial ecosystem.
Odisha Positions Infrastructure and Resources as Key Strengths
During his interactions with investors, the Chief Minister highlighted Odisha’s natural resource base, competitive energy availability, strategic port infrastructure, industrial ecosystem and skilled workforce as key advantages for businesses looking to establish operations in the state.
The state government said the UAE outreach was designed to go beyond attracting individual investments and focus on developing long-term partnerships in manufacturing, trade, technology, exports, innovation, skills and entrepreneurship.
Industries Minister Sampad Chandra Swain reiterated the government’s focus on what it described as “Speed, Certainty and Execution”, while assuring investors of institutional support throughout the project lifecycle.
Government Eyes Conversion of Proposals Into Projects
The UAE visit also provided an opportunity for the Odisha government to strengthen its engagement with the Odia diaspora. More than 800 members of the community attended an interaction with Chief Minister Majhi in Dubai.
With the outreach now concluded, the state government is expected to focus on converting the investment intents and proposed partnerships into ground-level projects. The government has indicated that faster implementation, value creation and employment generation will remain key priorities as Odisha seeks to translate the commitments secured in the UAE into tangible economic activity.
