The Adani Group has proposed an investment of ₹1.5 trillion in Odisha to develop two nuclear power plants, each with a capacity of 2,800 MW, marking one of the largest private investment proposals in the state’s energy sector.
The proposal was presented to the Odisha government by an Adani delegation led by Subrat Tripathy, President (Business Development), Adani Ports and SEZ, during a meeting with Deputy Chief Minister Kanak Vardhan Singh Deo, who also holds the energy portfolio.
In addition to the nuclear power projects, the conglomerate has proposed establishing an ultra-supercritical thermal power plant and multiple pumped storage power projects to strengthen Odisha’s power infrastructure. The state government has already approved Adani’s 1.8 GW pumped storage project in Nayagarh district.
According to the company, the proposed projects are expected to generate more than 22,000 direct and indirect jobs while significantly enhancing Odisha’s electricity generation capacity to meet rising industrial demand.
The proposal comes after the enactment of the Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India (SHANTI) Act, 2025, which allows regulated private sector participation in India’s civil nuclear power sector. The legislation supports the Centre’s Nuclear Energy Mission, which aims to expand the country’s nuclear power capacity to 100 GW by 2047, compared to the current installed capacity of less than 10 GW.
Officials said the proposal will undergo detailed evaluation covering project feasibility, land availability, environmental and regulatory approvals, and implementation timelines before any final decision is taken.
Odisha has emerged as a major investment destination, attracting projects in steel, aluminium, green hydrogen, renewable energy, and data centres, all of which require reliable round-the-clock electricity supply. Besides Adani, Tata Power has proposed a nuclear power plant in Malkangiri, while NTPC has also expressed interest in developing nuclear energy projects in the state.
The proposed Adani Odisha investment aligns with the group’s broader strategy of expanding its diversified energy portfolio, which already includes thermal power, renewable energy, transmission infrastructure, pumped storage, and green hydrogen. If approved, the nuclear projects would provide stable carbon-free baseload power, complementing the company’s rapidly growing clean energy business.
