The Government of India is promoting the convergence of the PM KUSUM and PM Surya Ghar: Muft Bijli Yojana (PMSG) schemes with other Central and State government programmes and funding sources to accelerate solar adoption and strengthen energy self-sufficiency across rural and agricultural communities.
The convergence strategy is aimed at enabling wider implementation of both schemes by bringing together financial resources, infrastructure and institutional support from various government programmes.
Under the PM KUSUM scheme, which focuses on the solarization of agriculture and the adoption of solar-powered pumps, the government has enabled convergence with several Central schemes. These include the Agriculture Infrastructure Fund (AIF) to facilitate access to easier financing for eligible projects.
The scheme also allows convergence with the Revamped Distribution Sector Scheme (RDSS) for the solarization of segregated agriculture feeders. This is expected to support the availability of reliable and renewable power for agricultural activities while reducing dependence on conventional electricity sources.
Other areas of convergence include the promotion of micro-irrigation techniques under the Per Drop More Crop initiative, replacement of existing agricultural pumps with energy-efficient pumps, and the Gram Urja Swaraj Campaign, which seeks to enhance energy self-sufficiency at the village level.
The convergence of these programmes is expected to create synergies between renewable energy deployment, agricultural productivity and rural development. Solarisation of agricultural feeders and pumps can also help reduce electricity costs and improve access to clean energy for farmers.
Similarly, the government is promoting convergence of the PM Surya Ghar: Muft Bijli Yojana, which is focused on expanding residential rooftop solar adoption, with other government programmes.
The Ministry of New and Renewable Energy (MNRE) is working with the Ministry of Housing and Urban Affairs (MoHUA) to implement the Solar Didi Programme. Under the initiative, women members of Self-Help Groups (SHGs) associated with the Deendayal Antyodaya Yojana–National Urban Livelihoods Mission (DAY-NULM) are trained to support the expansion of rooftop solar adoption.
The government is also encouraging the convergence of District Mineral Foundation (DMF) funds with PM Surya Ghar for eligible beneficiaries. This includes Below Poverty Line (BPL) households, beneficiaries under the Pradhan Mantri Awas Yojana (PMAY) and other vulnerable sections of society.
The Ministry has already communicated the potential areas of convergence to states, encouraging them to explore synergies between PM KUSUM, PMSG and programmes implemented by the Ministry of Cooperation, Ministry of Panchayati Raj, Ministry of Agriculture and Farmers Welfare and Ministry of Rural Development, among others.
By aligning multiple government schemes and funding mechanisms, the Centre aims to expand access to solar energy, strengthen rural energy infrastructure and promote greater energy independence at the household, agricultural and village levels.
