Coal India Limited (CIL), on behalf of Mahanadi Coalfields Limited (MCL), has invited bids for the turnkey development of an 80 MW/320 MWh standalone Battery Energy Storage System (BESS) project in Odisha. The tender is part of CIL’s broader renewable energy expansion strategy, under which the company is targeting a cumulative renewable energy capacity of 5 GW by 2028-29. The project will be developed on a Build-Own-Operate (BOO) basis at four grid substations operated by Odisha Power Transmission Corporation Limited (OPTCL): Padampur, New Bolangir, Bhatli and Basta. Each location will have a capacity of 20 MW/80 MWh, taking the total project capacity to 80 MW/320 MWh.
The project will be divided into two clusters, with each cluster comprising 40 MW/160 MWh. The BESS installations are intended to support GRIDCO Limited in meeting peak electricity demand, improving grid stability and enabling greater integration of renewable energy into Odisha’s power system.
Under the tender, the selected EPC contractor will undertake the project on a lump-sum turnkey basis. The scope will cover detailed design and engineering, manufacturing and supply of equipment, civil and electrical works, installation, testing and commissioning. The contractor will also be responsible for developing 33 kV switchyard evacuation bays and underground cable systems associated with the BESS installations.
The selected contractor will additionally provide comprehensive operation and maintenance services for 15 years. The O&M period will commence after successful completion of the Performance Guarantee (PG) tests for the respective BESS cluster.

The tender will follow a single-stage, two-part online bidding process. Bids can be submitted by eligible companies individually or through Joint Ventures comprising up to three members. Technical eligibility can be demonstrated through experience in battery manufacturing, BESS integration or execution of grid-connected power projects. The tender also provides for purchase preference to Class-I local suppliers under the Government of India’s Make in India framework.
The project is intended to strengthen electricity system flexibility while supporting peak-demand management and the integration of renewable power. Through the proposed BESS installations, Coal India Limited and MCL are expanding their participation in energy storage infrastructure as part of their wider renewable energy development plans.
