GERC Issues Clarifications, Amendments to RfP for Drafting 2026 Connectivity Regulations

GERC Issues Clarifications, Amendments to RfP for Drafting 2026

The Gujarat Electricity Regulatory Commission (GERC) has issued clarifications and made administrative amendments to its Request for Proposal (RfP) for selecting a consultancy firm to support the drafting and finalisation of the GERC (Connectivity and General Network Access to the Intra-State Transmission System) Regulations, 2026.
According to an official communication issued by Commission Secretary Ranjeeth Kumar J., the deadline for submitting bids has been extended to September 22, 2026, until 18:00 hours IST. The extension follows pre-bid queries raised by PricewaterhouseCoopers Private Limited (PwC).
One of the key issues raised by PwC concerned the proposed three-month consultancy period. The firm requested that the assignment duration be increased to six months, citing the time required for benchmarking, reviewing international practices and preparing the draft regulations. PwC also sought changes to the proposed payment structure, including higher payments during the initial stages.
GERC rejected these requests and confirmed that the three-month project timeline and existing milestone-based payment structure will remain unchanged. The Commission stated that the current arrangements are adequate for completing the assignment.
The regulator also declined a proposal to increase the minimum eligibility requirement from 10 to 50 full-time power sector professionals. GERC maintained that the existing requirement of 10 professionals is sufficient to attract qualified consultants while encouraging wider participation in the bidding process.
GERC further clarified the responsibilities of the appointed consultant. Relevant operational information, including intra-state transmission capacity, Available Transfer Capability (ATC), Total Transfer Capability (TTC), transmission margins and connectivity queues, will be provided with assistance from state utilities. The consultant will primarily be responsible for analysing the available data rather than collecting primary data.
The consultancy assignment will also include detailed studies and recommendations on suitable methodologies for sharing intra-state transmission charges and transmission losses. GERC said the recommendations should be compatible with the regulatory framework of the Central Electricity Regulatory Commission (CERC).
Crucially, the Commission made it clear that the chosen consulting firm would not be expected to create Point of Connection (POC) calculation engines or software applications as part of the assignment.
All other terms and conditions of the RfP will not alter until the technical, commercial, and administrative difficulties have been resolved. By the updated deadline of September 22, 2026, interested consulting firms must deliver their comprehensive bids to GERC at its Gandhinagar offices.
