Jaipur Vidyut Vitran Nigam Limited (JVVNL) has issued a tender to develop 12 MW/48 MWh of standalone decentralised Battery Energy Storage System (BESS) capacity connected to its distribution network in Rajasthan. The pilot project comprises 12 individual systems of 1 MW/4 MWh each and aims to strengthen grid reliability and manage peak electricity demand. Interested bidders can submit proposals until August 12, 2026.
Rajasthan Rajya Vidyut Utpadan Nigam Limited (RUVITL), acting on behalf of the state’s DISCOMs, will sign a Battery Energy Storage Purchase Agreement (BESPA) with the selected developer. Under the agreement, the developer will provide energy storage services, while the stored power will be dispatched by JVVNL on an on-demand basis to support the distribution grid.

The storage systems are primarily intended to address evening peak demand (6:00 PM–10:00 PM) and morning peak demand (6:00 AM–8:00 AM). JVVNL may also schedule energy dispatch whenever required to improve grid flexibility and maintain reliable electricity supply.
According to the tender conditions, the minimum project size is 1 MW/4 MWh, and bidders must quote for 100% of the capacity available at the selected substation. Partial bids will not be accepted, and all proposals must comply with the technical, financial, and eligibility requirements outlined in the Request for Selection (RfS).
- Discharge Duration: 4 hours
- Operating Cycles: Minimum one and up to two charge-discharge cycles per day
- Battery Depth of Discharge (DoD): Minimum 90% to maintain a safety reserve and protect battery life
- Grid Connection: 33/11 kV substations
The BESS projects will operate based on the requirements of JVVNL’s 33/11 kV substations. Developers may maintain a minimum 90% Depth of Discharge (DoD) to preserve battery health while meeting the performance standards specified in the RfS.
To facilitate commissioning, the respective DISCOMs will provide 72 hours of initial charging energy free of cost before the Commercial Operation Date (COD). During project operations, charging will be scheduled during non-peak hours on a day-ahead request basis. Forecasting, scheduling, and dispatch responsibilities will remain with the DISCOMs, relieving developers of these operational obligations.

The JVVNL tender further specifies that the DISCOMs will continue to provide charging energy free of cost throughout the 15-year BESPA, provided the project achieves a minimum operational requirement of 6,300 cycles, equivalent to around 420 cycles annually. Developers will, however, remain subject to the performance and penalty provisions detailed in the RfS.
