NTPC REL Floats Tender for 1,000 MW Solar EPC Project in Andhra Pradesh

NTPC Renewable Energy Limited (NTPC REL), a wholly owned subsidiary of NTPC Green Energy Limited, has invited bids for an Engineering, Procurement and Construction (EPC) package for a 1,000 MW ground-mounted solar PV project at Kambadur in Andhra Pradesh’s Anantapur district.

The project will feature two solar PV installations, each with a capacity of 500 MW, taking the total planned capacity to 1,000 MW. The tender has been issued under Invitation for Bids (IFB) No. NRE-CS-5852-004(EPC)-9, with ETS Search Code NTPCREL-2026-TN000039. The procurement process will follow the domestic competitive bidding route.

Key Tender Highlights

  • Project Capacity: 1,000 MW ground-mounted solar PV project.
  • Project Location: Kambadur, Anantapur district, Andhra Pradesh.
  • Tendering Authority: NTPC Renewable Energy Limited (NTPC REL).
  • Tender Release Date: September 29, 2026.
  •  Detailed Tender Release: October 15, 2026.
  •  Bidding Method: Domestic Competitive Bidding.
  • Bid Submission System: Single Stage Two Envelope.
  • Selection Process: Techno-Commercial Evaluation followed by Reverse Auction.
  • Project Configuration: Two solar PV installations of 500 MW each.
  • Transmission Infrastructure: Approximately 60 km of transmission line.
  • Grid Connectivity: 400 kV grid-interfacing works.
  •  O&M Responsibility: Three years of operation and maintenance after commissioning.
  • EMD and PBG: Details awaited in the complete tender documents.
  • Bid Submission Deadline: To be specified in the detailed tender documents.

NTPC REL released the abridged Invitation for Bids (IFB) on September 29, 2026, outlining a Single Stage Two Envelope bidding procedure. Under this system, participating companies must submit their techno-commercial proposals in Envelope I and financial bids in Envelope II. The selection process will also involve a Reverse Auction to identify the successful EPC contractor.

The complete tender documents are expected to be released on October 15, 2026, through the NTPC tender portal and the company’s official website. These documents will provide detailed information on technical specifications, commercial provisions, bidder eligibility criteria and other contractual requirements.

The abridged tender notice has not disclosed the Earnest Money Deposit (EMD), Performance Bank Guarantee (PBG) or the deadline for submitting bids. These particulars will be specified in the detailed bidding documents scheduled for publication on October 15.

The appointed EPC contractor will undertake the complete development and commissioning of the 1,000 MW solar project. The work will cover design and engineering, equipment procurement and supply, installation of tracker-based Module Mounting Structures (MMS), PV modules, power conditioning units, low-tension (LT) and high-tension (HT) switchgear, and inverter stations.

The project scope will also include civil construction and balance-of-system activities. These works will involve site development, drainage infrastructure, boundary fencing, internal access roads and other facilities necessary for the construction and operation of the solar installations.

For plant supervision and security, the contractor will establish dedicated Central Monitoring and Control Stations integrated with Supervisory Control and Data Acquisition (SCADA) systems. The installations will also feature cloud-cover weather monitoring stations and comprehensive CCTV surveillance covering 100% of the project perimeter.

Additionally, the EPC package includes dynamic reactive power compensation systems to meet relevant grid connectivity and regulatory requirements. Other provisions include dry module cleaning systems and grid-interconnection infrastructure at the 400 kV level.

The transmission infrastructure forms another significant part of the project, with the contractor required to develop an approximately 60-km transmission line. This line will facilitate the evacuation of electricity generated by the solar plants to the substation provided by APNHAL.

Following the project’s commissioning, the selected contractor will be responsible for supplying essential spare parts and delivering three years of operation and maintenance (O&M) services. These services will cover plant equipment, associated components and consumables throughout the specified maintenance period.

Bidders seeking further information or clarification on the tender can contact NTPC REL’s Contract Services team at its corporate facility in Greater Noida, using the contact information provided in the tender documents.
