The High Level Clearance Authority (HLCA) of Odisha has approved 27 major industrial projects with a cumulative investment of ₹2.47 lakh crore, covering data centres, artificial intelligence (AI), energy, battery storage, advanced manufacturing, steel and other sectors.
The projects, once implemented, are expected to generate 50,162 jobs across the state. The approvals include several energy and technology projects that are relevant to Odisha’s expanding clean energy and advanced manufacturing ecosystem.
The IT, IT-enabled services (ITeS) and data-centre segment accounted for nearly ₹1.43 lakh crore of the approved investments. High Density Datacentre Ltd has proposed an investment of ₹1.05 lakh crore for an integrated data centre in Khurda, representing the largest investment among the projects approved.
HCL Technologies has proposed to establish an AI-optimised data centre in Odisha with an investment of ₹14,257 crore. Sentraforge AI plans to invest ₹22,634 crore in an AI data centre and global capability centre in Puri, while RKD Construction has proposed a ₹1,500 crore data centre in Cuttack.
Energy and Storage Projects
The power and energy sector accounted for investments of approximately ₹54,288 crore among the approved projects. NLC India has proposed a 3,200 MW thermal power plant in Deogarh with an investment of ₹34,764 crore, along with a 1,080 MW power plant in Angul, Odisha involving ₹11,604 crore.
Two pumped-storage projects have also received approval. BEKEM Infra Projects Private Limited will develop a pumped-storage project in Rayagada district with an investment of ₹7,920 crore, while Sri Avantika Contractor (I) Limited has proposed another project in Koraput district.
The approvals also include a battery energy storage assembly plant proposed by Aare Solar in Nuapada district. The project involves an investment of ₹1,050 crore and will add battery storage manufacturing and assembly capacity to the state’s industrial pipeline.
SiCSem has received approval for a ₹2,078 crore silicon carbide wafer and gallium nitride facility, adding semiconductor-related manufacturing capabilities to Odisha’s industrial project pipeline.
Larsen & Toubro has proposed multiple projects in Ganjam district, including green-energy equipment and advanced manufacturing facilities involving ₹5,000 crore. The company has also proposed an integrated advanced fabrication and manufacturing complex with an investment of ₹2,100 crore.
In addition, L&T plans to establish a shipbuilding and ship-repair complex in Ganjam with an investment of ₹1,000 crore.
Five lab-grown diamond projects collectively represent an investment of ₹10,680 crore. The projects have been proposed by Dholakia Lab Grown Diamond Private Limited, Greenlab Diamonds LLP, Neorganic Diamonds Private Limited, Nouveau Diamonds LLP and Supreme Green Diamonds Private Limited. The facilities are planned across Khurda and Ganjam districts.
Steel-sector investments form another significant component of the approvals. Rungta Mines has proposed a ₹9,000 crore expansion project in Sundargarh, while Shakambhari Ispat and Power has proposed a ₹5,000 crore integrated steel plant.
The approved projects span multiple districts and sectors, including energy storage, power generation, data infrastructure, AI, semiconductor-related manufacturing, renewable-energy equipment, steel and industrial infrastructure. The combined investment value of ₹2.47 lakh crore represents the scale of the Odisha Industrial Projects cleared by the state through the latest HLCA meeting.
