PFC Consulting Limited (PFCCL), a wholly owned subsidiary of Power Finance Corporation Limited (PFC), has issued a tender under the Tariff Based Competitive Bidding (TBCB) route for the development of a transmission system associated with the 2,450 MW Pugal Solar Park in Bikaner, Rajasthan.
The proposed transmission infrastructure is aimed at facilitating the evacuation of renewable power generated from the Pugal Solar Park, along with electricity from other renewable energy projects in the surrounding region. The development is expected to strengthen the transmission network in Rajasthan and support the integration of large-scale renewable energy into the national power grid.
As part of the project, the selected developer will be responsible for establishing a 765/400/220 kV pooling substation at Bikaner (Pugal). The pooling substation will serve as a key node for aggregating electricity generated by the solar park and other nearby renewable energy projects before transmitting it through the wider power transmission network.
The transmission system will also include a 765 kV transmission line connecting the Bikaner (Pugal) pooling substation with Babai. In addition, a 400 kV transmission line will connect Bikaner (Pugal) with Hanumangarh, further strengthening the evacuation infrastructure in the region.
The project scope also involves the integration of the existing 400 kV Suratgarh–Bikaner transmission line into the new Bikaner (Pugal) pooling substation. This integration is expected to improve connectivity between the new renewable energy evacuation infrastructure and the existing transmission network.
The planned transmission system is significant for Rajasthan, which has emerged as one of India’s leading renewable energy hubs, particularly for utility-scale solar power. The state’s high solar irradiation and availability of land have attracted large investments in solar parks and renewable energy projects. However, the expansion of generation capacity requires parallel development of high-capacity transmission infrastructure to ensure that electricity can be evacuated efficiently from generation centres to demand centres.
The Pugal Solar Park is part of the broader expansion of renewable energy capacity in Rajasthan. The development of dedicated transmission infrastructure for the 2,450 MW solar park is expected to support the integration of additional renewable generation while helping address potential transmission constraints associated with the rapid growth of solar and other clean energy projects.
The use of the TBCB route will allow eligible transmission developers to participate in the competitive bidding process for implementing the project. Once developed, the transmission system is expected to play an important role in evacuating power from the Pugal Solar Park and nearby renewable energy projects.
India is targeting a significant expansion of renewable energy capacity in the coming years, with solar and wind power expected to form a major part of the country’s clean energy mix. The growth of renewable generation is also increasing the need for robust transmission infrastructure, energy storage and grid management solutions to maintain system reliability.
Projects such as the Pugal transmission system are therefore expected to become increasingly important as India continues to add large-scale renewable energy capacity. The planned 765 kV and 400 kV network, along with the new pooling substation, will strengthen Rajasthan’s renewable power evacuation capabilities and support the broader integration of clean energy into India’s electricity grid.
