Power Grid Corporation of India Limited (PGCIL) has finally invited bids to launch a new clean energy infrastructure project in Odisha. The indigenous initiative is aimed at further bolstering India’s electrical grid with futuristic energy storage solutions. The new project entails the integration of a standalone Battery Energy Storage System (BESS) with an overall capacity of 20MW / 80MWh. The BESS unit is to be established at Basta in Odisha. The tender is designated under reference number CC/T/W-MISC/DOM/A01/26/01989 and named Odisha – BESS – 04.
This particular project is part of the overall plan of developing six individual BESS projects in the state of Odisha, which will contribute to a total of 500 MWh capacity. This project will help to increase grid reliability, including the integration of intermittent renewable sources of energy, solar, and wind power. It should be noted that the Basta facility will be equipped to carry out the task of storing power for a period of four hours.
With strong backing from Viability Gap Funding (VGF) provided through Power System Development Fund, there is strong support from the government for this project, particularly with regard to large-scale battery installation. As this tender comes under the category ’Works,’ it involves the entire installation of the BESS, although currently the tender amount is set to zero, with the tender charges being fixed at 25,000.
The Earnest Money Deposit (EMD) is mentioned as zero, but bidders are required to submit a Bid Security Declaration or applicable bank guarantees according to the pre-qualification documents available on PGCIL’s PRANIT portal. Post-award, a performance bank guarantee will be applicable as a percentage of the contract value, as per standard utility norms.
The tendering schedule is tight: document sale and bid submission began on February 9, 2026, with document sale closing on February 16, 2026, at 11:55 PM. Bids must be submitted in soft copy by February 18, 2026, 11:00 AM, and opening is scheduled the same day at 11:30 AM. The process is being conducted under RFX number 5002005100, with Arshia Sharma, Chief Manager, PGCIL Gurgaon office, as the inviting officer.
With this development, Odisha’s energy infrastructure will receive a major boost, strengthening renewable energy integration while providing a stable and reliable electricity supply for the region.
