Tata Power Delhi Distribution has issued a tender to procure 200 MW of firm and dispatchable renewable energy backed by an energy storage system. The supply will come from projects connected to the interstate transmission system, and developers may additionally submit proposals for another 200 MW under a greenshoe option.
The deadline for receiving bids is 6 December 2025, and technical bids will be received on 12 December. Bidders should give a serious money deposit of 3.78 million per MW or 2 percent of the approximate project cost, in addition to a usual document fee of 29,500. The participants are able to bid a block of 50 MW and may be able to provide capacity to the maximum tendered capacity.
The scope of the tender incorporates project design and installation, ownership, testing, commissioning, and long-term operation. The developers will have to purchase land, provide connectivity, organize interstate or state-level interconnection, and get all regulatory approvals. All assets must be within the area of operation of the distribution company. The developers chosen should also install an automatic weather station equipped with GPS and reporting 24/7.
The technologies that would be taken into consideration are only proven ones. Wind projects have to comply with the requirements of the Revised List of Models and Manufacturers, and solar installations with the Approved List of Models and Manufacturers. The projects to be commissioned must be done within 24 months of the award date, failure to do which will result in performance bank guarantees being encashed.
Financial eligibility has been established to be a net worth per MW, i.e., 12.26 million or 20 percent of the estimated project cost, whichever is higher. Alternatively, the qualifications criteria of bidders can be based on an average annual turnover of Rs 18.39 million per MW in the preceding three years, profit before interest, depreciation, and taxes of Rs 3.67 million per MW in the past financial year, or a confirmed line of credit of working capital of Rs 7.66 million per MW.
This tender is based on the same award that was made earlier in the year, and three developers won the contract to develop a 250 MW firm renewable-plus-storage project under a group company.
