WindForce PLC has won Letters of Award to build 12 separate Battery Energy Storage System (BESS) projects through a competitive bidding process that took place around the world. The 12 projects, which will have a total capacity of 120 MW/480 MWh, will be built as separate BESS facilities under the Build, Own, and Operate (BOO) model. They will be in use for 15 years and will be a key part of Sri Lanka’s efforts to expand its use of renewable energy.
First-Ever Grid-Scale BESS Initiative
WindForce was awarded these projects under Sri Lanka’s first-ever grid-scale standalone BESS initiative, launched by the Ceylon Electricity Board (CEB). The initiative aims to “enhance national grid stability and support greater integration of renewable energy.”
The total investment for the 12 projects is LKR 20.79 billion, structured with an 80:20 debt-to-equity ratio. Of the 12 projects, 11 will be fully developed and owned by WindForce PLC, while the Vavunathivu project will be executed through a consortium with Vidullanka PLC.
Project Distribution and Specifications
The CEB gave 10 MW/40 MWh BESS projects to Ampara, Old Anuradhapura, Beliatta, Chunnakam, Hambantota, Kilinochchi, Mahiyanganaya, Maho, Polonnaruwa, Valachchenai, Vavuniya, and Vavunathivu. These sites collectively form the Sri Lanka standalone BESS projects programme and are designed to strengthen grid reliability while accommodating more renewable energy into the system.
Renewable Energy Context
The 50 MW Mannar Wind Power Project, Sri Lanka’s first large-scale wind project, started this year in the northern coastal area. Envision Energy, a Chinese company that makes turbines, supported the project. It was a strategic move toward energy independence for the island nation, which had to deal with high fuel import costs and frequent power outages.
Upcoming Solar + BESS Tender
In addition, Trincomalee Power Company Limited (TPCL), a joint venture between CEB and India’s National Thermal Power Corporation (NTPC), has issued an EPC tender for Phase I of a 50 MWac ground-mounted solar power project with an integrated BESS in Sampoor, Trincomalee. TPCL has invited bids until February 18, 2026.
The Sri Lanka standalone BESS projects are a big step forward for the country’s clean energy infrastructure. They show a focus on long-term energy security, grid stability, and integrating renewable energy.
