2. Technical & Operational Requirements
Project Configuration
- Minimum Bid Size: 130 MWh (equivalent to 65 MW × 2 hours).
- Total BESS Capacity: Up to 670 MWh per project site configuration.
Performance Standards
- Operational Cycles: System must support two complete charge–discharge cycles per day.
- System Availability: Minimum 95 % availability annually guaranteed by the developer.
- Discharge Capability: When fully charged, capable of discharging rated capacity during any 15-minute time block as scheduled by the State Load Dispatch Centre (SLDC).
- Modular Dispatch: Must permit charging/discharging in groups from 50 MW/100 MWh up to 100 MW/200 MWh increments.
3. Technology & Compliance Conditions
Allowed Technology
- Technology–Agnostic Batteries: Bidders may propose any battery chemistry/technology that meets performance specs.
- Quality Compliance: Must adhere to industrial quality, safety, and reliability norms.
- Local Content: Minimum 20 % domestic content, inclusive of at least an indigenously developed Energy Management System (EMS) software.
- Integration Responsibility: BESSD must ensure the facility is connected to the state grid at designated transmission points.
4. Bid Financials & Guarantees
Fees & Deposits
- Tender Document Fee: ₹29,500 (inclusive of GST).
- Document Processing Fee: ₹15 lakh + GST.
- Earnest Money Deposit (EMD): ₹5 lakh per MW quoted.
- Performance Bank Guarantee (PBG): ₹12.50 lakh per MW (must be furnished before signing Battery Energy Storage Purchase Agreement – BESPA).
5. Contract & Operational Terms
Charging & Discharging
- Power Supply for Charging: Provided by GUVNL.
- Auxiliary Power: Option to draw from the point of interconnection or through a separate metered connection.
- Dispatch Control: Charging/discharging scheduled by SLDC based on grid requirements.
Service Duration
- BESS must be available daily for operational cycles, with guaranteed system reliability & uptime as per contract terms.
