In a landmark move for India’s energy transition, Rajasthan Solar Park Development Company Limited (RSDCL) has issued a mega tender for 2,450 MW of solar PV capacity integrated with 1,600 MW / 6,400 MWh of battery energy storage systems (BESS) at the Pugal Solar Park—making it India’s largest and one of the world’s largest single-location solar-plus-storage tenders.
Issued under Tariff-Based Global Competitive Bidding, the tender is a defining step toward large-scale deployment of firm, dispatchable renewable power, aligning with India’s 500 GW non-fossil capacity target for 2030.
Tender Architecture & Business Model
The projects will be developed on a Build-Own-Operate (BOO) basis, with a 25-year Power Purchase Agreement (PPA). Power will be procured by Rajasthan Urja Vikas and IT Services Limited (RUVITL) on behalf of Rajasthan DISCOMs.
Projects will be STU-connected, with scope covering solar generation, co-located BESS, and transmission infrastructure (HT cable) up to the allotted 33 kV bay(s) at RSDCL’s pooling sub-stations.
Capacity Configuration & LOT Structure
The total 2,450 MW solar capacity is divided into two LOTs, each with proportionate BESS:

Plot allocation will be done based on bidder ranking and declared plot preferences, starting with L1.
Land & Infrastructure Readiness
RSDCL will allot project land through a registered lease deed, with applicable charges payable as per Rajasthan Revenue Rules.
Land assessment is based on:
- 1.2 hectares per MW of solar
- 1.2 hectares per 100 MWh of BESS
The Pugal Solar Park spans 4,781 hectares, with ready infrastructure and phased evacuation development, ensuring plug-and-play execution for developers.
Operational & Performance Obligations
- Commissioning timeline: 24 months + 6-month grace period
- CUF cap: 28% (excess energy purchasable by RUVITL at 50% tariff)
- Availability requirement: 95% on a monthly basis
- Penalty for shortfall: 2× applicable tariff
Up to 5% energy procurement from market allowed to meet supply obligations
Surplus energy may be sold to third parties after meeting PPA terms and subject to RUVITL refusal
Tariffs are to be quoted in INR/kWh.
