Tata Power Applies for Goa-Wide Power Distribution Licence

Tata Power Applies for Goa-Wide Power Distribution Licence

Tata Power Company Ltd has formally applied to the Joint Electricity Regulatory Commission (JERC) for a power distribution licence covering the entire state of Goa, a move that could end the Goa Electricity Department’s monopoly and pave the way for the privatisation of the sector.

An interim order issued by JERC in Gurugram on June 4 records Tata Power’s petition under Sections 14 and 15 of the Electricity Act, 2003, seeking a distribution licence for the entire state.

However, the Commission identified deficiencies in the company’s compliance with Regulation 3.7 of the JERC Transmission and Distribution Licensing Regulations, 2020, and granted Tata Power two months—until August 4—to submit a compliance affidavit.

Senior Tata Power official Manish M. Dahake has already written to several village panchayats, including Cana Benaulim, requesting their consent as required under JERC regulations.

The communication with the panchayats has reportedly surprised officials of the Goa Electricity Department (GED), as the Commission has not yet formally served any notice to the department.

Chief Electrical Engineer Stephen Fernandes was unavailable for comment. However, a senior engineer, speaking on the condition of anonymity because he is not authorised to comment on the matter, said the department’s top leadership intends to oppose the proposal.

The engineer stated that substantial investments have been made over the past few years to modernise Goa’s transmission and distribution infrastructure and that privatising the sector at this stage would result in a loss for the government.

Meanwhile, it remains unclear whether the Goa government has been formally informed or is aware of Tata Power’s application to the JERC for a power distribution licence in the state.

If approved by the Commission, following an extensive regulatory process that includes public hearings and the State’s consent, Tata Power would operate as a licensed distribution company (discom) in Goa, effectively introducing the privatisation of electricity distribution.

The Goa Electricity Department is currently the state’s sole distribution licensee and could face direct competition or be displaced if the application is approved.

For consumers across Goa, the move could bring significant changes, including revised tariff structures, new billing systems and different service protocols under a private distribution operator.

Since its inception, electricity distribution in Goa has been managed by the Goa Electricity Department. Earlier reform measures, including billing corrections and the rollout of smart meters, had triggered public protests that ultimately led the government to withdraw the initiatives.

Tata Power, meanwhile, is a well-established player in power generation and distribution. The company already manages electricity distribution businesses in Delhi, Mumbai, Ajmer and Odisha, where it has introduced prepaid metering, digital billing and operational efficiency measures.

The JERC’s interim order also states that Tata Power must fulfil all regulatory requirements before its application can be considered further. The matter has been listed for August 4, giving the company a final opportunity to comply with the Commission’s requirements.
