UJVN Limited has invited competitive bids for the design, supply, installation, commissioning, operation, and maintenance of a 30 MW / 75 MWh standalone Battery Energy Storage System (BESS) near the Dhakrani Hydroelectric Project in the Dehradun district of Uttarakhand.
The tender forms part of a larger aggregated programme of 60 MW / 150 MWh standalone BESS capacity, divided into three packages. The project will be implemented under a Build-Own-Operate-Transfer (BOOT) model and will receive viability gap funding (VGF) support through the Power System Development Fund (PSDF).
The BESS facility will be connected at the 33 kV level near the existing Dhakrani substation. The selected bidder will be required to complete the project within 18 months from the signing of the purchase agreement.
Bid submissions are due by 25 February 2026, with bid opening scheduled for 28 February 2026.
Eligible bidders include original equipment manufacturers (OEMs) with a minimum cumulative experience of 100 MWh of BESS supply, including at least one commissioned project of 15 MWh, as well as EPC contractors with relevant experience in BESS or renewable energy projects. Bidders must also meet prescribed financial strength criteria and furnish performance bank guarantees.
The estimated project cost is approximately ₹1.71 billion (about $18.7 million). The tender specifies a ceiling tariff, minimum availability requirements during operation, and performance-linked guarantees.
This tender reflects a broader push by utilities and state governments to deploy grid-scale storage alongside conventional and renewable generation assets to enhance grid flexibility, reliability, and system balancing.
