The Assam Budget 2026–27 has allocated over ₹77,353 crore for expected investments in thermal, solar energy, hydro, and energy storage projects. Presented by Finance Minister Jayanta Malla Baruah, the budget aims to strengthen the state’s energy sector through funding from public-private partnerships, centrally sponsored schemes, externally aided projects, and state resources.
In the budget speech, Malla Baruah, Minister of Finance of Assam, said that the Assam government plans to re-engineer four medium irrigation projects, complete 615 minor irrigation schemes, and revive 1,410 defunct irrigation schemes. It also plans to introduce 34 solar-powered mobile lift irrigation schemes in remote and flood-prone areas.
He explained that the Assam government’s infrastructure development has been strengthened through investments exceeding Rs. 9,000 crore under the Revamped Distribution Sector Scheme (RDSS), along with the successful commissioning of key projects, including the 70 MW solar power plant at Bilasipara. Under the PM-KUSUM scheme, 1,695 solar water pumps have been installed across the state, supporting sustainable irrigation and reducing input costs for farmers.
Mallabaruah elaborated on the government’s plans to develop Pumped Storage Power (PSP) projects to ensure large-scale renewable energy integration and sustainable industrial growth in Assam. Four PSP projects with a combined capacity of 4,900 MW and an estimated private investment of nearly Rs. 27,100 crore have been approved in the state.
The Assam government has suggested extending the exemption from electricity duty on captive consumption of power produced from renewable energy sources for a further three years, from April 1, 2026, to March 31, 2029, in order to promote clean and sustainable energy.
