National Green Hydrogen Mission Awards 30 KTPA Capacity to Four Refineries Under SIGHT Scheme

National Green Hydrogen Mission Awards 30 KTPA Capacity to Four Refineries Under SIGHT Scheme

The Government of India is advancing the use of green hydrogen in the petroleum and refining sector under the National Green Hydrogen Mission (NGHM), with a total green hydrogen production capacity of 30 Kilo Tonnes Per Annum (KTPA) awarded to four refineries under the SIGHT (Strategic Interventions for Green Hydrogen Transition) Mode 2B scheme.

The initiative is part of the government’s broader objective of positioning India as a global hub for the production, use and export of green hydrogen and its derivatives.

The awarded capacity is spread across four major public-sector refinery companies. Indian Oil Corporation Limited (IOCL) has been awarded 10 KTPA for its refinery at Panipat, while Bharat Petroleum Corporation Limited (BPCL) has received 5 KTPA for its Bina refinery.

Hindustan Petroleum Corporation Limited (HPCL) has been awarded another 5 KTPA for its Vizag refinery, while Numaligarh Refineries Limited (NRL) has received the largest individual allocation of 10 KTPA for its refinery at Numaligarh.

Together, these four projects account for the entire 30 KTPA of green hydrogen production capacity awarded under the scheme.

The projects will be implemented through Build Own Operate (BOO) arrangements involving private developers. Under this model, the concerned project developers will undertake project-specific investments for establishing and operating the green hydrogen production facilities.

The government’s push to introduce green hydrogen into refinery operations is aimed at reducing dependence on imported fossil fuels while strengthening India’s domestic energy security. Increased domestic production and utilisation of green hydrogen is also expected to support the country’s broader clean-energy transition and net-zero objectives.

The development is significant for India’s refining sector, where hydrogen is an important industrial input. By encouraging green hydrogen production for refinery applications, the NGHM seeks to create demand for low-carbon hydrogen while simultaneously developing domestic capabilities around its production and use.

The National Green Hydrogen Mission is a key pillar of India’s strategy to build a green hydrogen ecosystem spanning production, consumption and exports. The government has been using targeted interventions under the mission to stimulate both supply-side capacity and domestic demand for green hydrogen.

The latest allocation specifically strengthens the demand and production ecosystem in the petroleum and refining sector, bringing four major refinery locations into the country’s emerging green hydrogen deployment landscape.

The information was provided by Union Minister of State for New & Renewable Energy Shri Shripad Yesso Naik in a written reply to a question in the Rajya Sabha on August 11, 2026.
