The Solar Energy Corporation of India (SECI) has issued a Notice Inviting Tender (NIT) for selecting a solar power developer to set up a minimum 4 MW solar PV project for the National Highways Authority of India (NHAI) under the Renewable Energy Service Company (RESCO) model. The tender, designated as Phase I, aims to develop solar power capacity along the elevated section of the Delhi–Dehradun Highway.
According to SECI’s official announcement dated 10 October 2026, the agency will select a solar power developer through a Request for Selection (RfS) process. The initiative brings highway infrastructure into the scope of renewable energy deployment, with the selected developer expected to undertake the project under the RESCO framework.

RESCO Model to Drive Solar Deployment
Under the RESCO model, a renewable energy service provider typically develops and operates a solar installation and supplies the generated electricity under an agreed commercial arrangement. This structure can enable project owners or electricity consumers to access solar power without necessarily making the entire upfront investment themselves. The precise commercial terms for this project will be governed by the detailed bidding documents.
The proposed installation is part of efforts to explore renewable energy generation opportunities associated with highway infrastructure. Elevated road sections and other transport facilities may offer opportunities for solar deployment, subject to technical feasibility, structural considerations, land or space availability, safety requirements and grid connectivity.
Detailed Bidding Documents Awaited
SECI’s notice invites the selection of a solar power developer for the project. The detailed Request for Selection documents are to be accessed through SECI’s website, the Indian e-Procurement System (ISN-ETS) and the Central Public Procurement Portal (CPPP).
The NIT announcement does not establish a project award or confirm that construction has begun. Further details, including the bidding schedule, eligibility conditions, tariff requirements, project execution obligations and commissioning timeline, should be verified against the complete RfS document and any subsequent corrigenda.
The tender marks an initial step towards developing solar generation capacity along the elevated highway corridor. Its implementation will depend on the detailed tender conditions, bidder selection and subsequent project execution.
