SECI Floats Tender for 3.68 MW Rooftop Solar Projects on NDMC Buildings

SECI Floats Tender for 3.68 MW Rooftop Solar Projects on NDMC Buildings

The Solar Energy Corporation of India Limited (SECI) has invited bids to develop 3.68 MW of grid-connected rooftop solar PV projects on buildings owned by the New Delhi Municipal Council (NDMC).

The projects will be implemented under the Renewable Energy Service Company (RESCO) model through tariff-based competitive bidding on a Build-Own-Operate (BOO) basis. The tender has been issued under reference number SECI/C&P/IPP/11/0010/26-27.

Developer to Build and Operate Projects for 25 Years

Under the tender, the selected Solar Power Developer (SPD) will be responsible for the complete development of the rooftop solar projects. The scope will include design, engineering, procurement, supply, civil works, installation, testing and commissioning of the solar PV systems.

The developer will also be responsible for operating and maintaining the projects throughout the 25-year Power Purchase Agreement (PPA) period. The selected SPD will have to secure grid connectivity, net-metering approvals and other required licences and permissions at its own risk and cost. At the end of the 25-year PPA period, ownership and title of the installed solar systems will be transferred to NDMC without any additional payment.

  • SECI issued the tender on October 7, 2026.

Bidders are required to pay a non-refundable bid processing fee of INR 6,000, including GST, through NEFT or RTGS. The Earnest Money Deposit (EMD) has been fixed at INR 33.12 lakh. Bidders can submit the EMD through a Bank Guarantee, Payment on Order Instrument or Insurance Surety Bond. The EMD must remain valid for 12 months from the final bid submission date.

The successful bidder will also have to furnish a Performance Bank Guarantee (PBG) of INR 3,375 per kW of the cumulative contracted capacity before signing the PPA. The PBG must remain valid until nine months beyond the Scheduled Commissioning Date (SCD).

Developer to Pay SECI Service Charge

In addition to the bid-related financial requirements, the selected bidder will have to pay SECI a service charge of INR 1,350 per kW, plus GST. The service charge will be paid in two equal instalments. The first 50% will be payable within 15 days of the Letter of Award, while the remaining 50% will be paid before execution of the PPA.

Projects Must Be Commissioned Within 12 Months The successful bidder will be required to sign the PPA with NDMC within 30 days of receiving the Letter of Award. The entire contracted project capacity must be commissioned within 12 months from the effective date of the PPA.

SECI has permitted a maximum commissioning extension of six months beyond the SCD, subject to applicable delay penalties and pro-rata encashment of the PBG. Tariff to Be Below INR 5.13 Per kWh Bidders will be required to quote a single levelized tariff below the ceiling tariff of INR 5.13 per kWh. For non-MSE bidders, the tender requires a minimum net worth of INR 3.312 crore.

Bidders must also demonstrate working capital or credit-line availability of at least INR 4.14 crore for FY 2025-26. The bidding process will be conducted through a single-stage, two-envelope system using the ISN-ETS portal. The tender adds another rooftop solar opportunity in Delhi’s public-building segment, with the RESCO model allowing the selected developer to develop and operate the systems over the long-term PPA period before transferring ownership of the installations to NDMC.
