The Solar Energy Corporation of India Limited (SECI) has invited bids for the development of 1,200 MW of ISTS-connected wind power projects across India under Tranche-XXI. The projects will be developed on a Build Own Operate (BOO) basis through tariff-based competitive bidding.
Under the tender, developers will be required to establish wind power projects and supply electricity under a 25-year Power Purchase Agreement (PPA). Developers will be responsible for identifying suitable land, obtaining grid connectivity and setting up the required transmission infrastructure up to the interconnection or delivery point.

- Bid And Financial Requirements
Each bidder can offer a minimum contracted capacity of 50 MW and a maximum of 600 MW. The Earnest Money Deposit (EMD) has been fixed at ₹13.68 lakh per MW per project, while selected developers will have to furnish a Performance Bank Guarantee (PBG) of ₹34.20 lakh per MW per project before signing the PPA.
SECI has set the bid processing fee at ₹20,000 per MW, subject to a maximum of ₹20 lakh, plus applicable GST. The RfS document fee is ₹50,000 plus applicable GST. Successful bidders will also be required to pay success charges of ₹1 lakh per MW, excluding applicable taxes. Half of the charges will be payable within 30 days of the Letter of Award, while the remaining amount will be paid before signing the PPA.
Project Timeline
The selected projects will be required to achieve the Scheduled Commencement of Supply Date (SCSD) within 24 months from the effective date of the PPA.
Financial closure must be achieved at least six months before the SCSD or any extended SCSD. The bids will remain valid for 12 months from the last date of submission.
Wind turbines deployed under the projects must be type-certified models included in the Revised List of Models and Manufacturers (RLMM) issued by the Ministry of New and Renewable Energy (MNRE), as applicable up to the SCSD.
CUF And Power Sale
Bidders must declare the annual Capacity Utilization Factor (CUF) while submitting their bids. Developers will be required to maintain generation within 80% to 120% of the declared CUF throughout the 25-year PPA period. SECI will act as the intermediary nodal agency for procuring power from successful developers and selling it to buying entities. The trading margin has been fixed at ₹0.07 per kWh.
Developers opting for SECI’s Payment Security Mechanism will be required to provide a ₹0.02 per kWh rebate on their monthly tariff payments. The bidding will follow a Single Stage Two-Envelope process, followed by an e-Reverse Auction through the ISN-ETS portal. Eligible Micro and Small Enterprises with valid UDYAM registration may receive exemptions from the RfS document fee, processing fee and EMD, subject to applicable conditions.
The tender is aimed at adding new ISTS-connected wind generation capacity and facilitating long-term renewable power procurement through competitive bidding.
