Bihar has outlined renewable energy investment opportunities worth ₹2,57,316 crore across power generation, transmission, distribution and infrastructure maintenance, while setting a target of developing 24 GW of renewable energy capacity and 6 GWh of energy storage by FY2030. The state government has assured investors of all possible support to accelerate clean energy development and attract investments.
The investment roadmap was presented during the Bihar State Plenary Session at the India Renewable Energy Summit & Expo 2026, held at Bharat Mandapam, New Delhi. Bihar Energy Minister Shailesh Kumar alias Bulo Mandal invited national and international investors to explore opportunities in the state, highlighting its growing electricity demand and renewable energy potential.
The minister said Bihar’s electricity demand has increased from approximately 700 MW in 2005 to around 10,000 MW currently. He highlighted the state’s achievement of providing electricity connectivity to every household under the ‘Har Ghar Bijli’ initiative and emphasised the government’s commitment to expanding renewable energy through programmes such as PM-KUSUM and PM Surya Ghar: Muft Bijli Yojana.
Bihar Targets 24 GW Renewable Energy and 6 GWh Storage
Energy Secretary-cum-Chairman and Managing Director of Bihar State Power Holding Company Limited (BSPHCL), Ajay Yadav, said electricity demand in Bihar is projected to reach approximately 25,000 MW over the next decade.
Under the Bihar Renewable Energy Policy 2025, the state aims to develop 24 GW of renewable energy capacity and 6 GWh of energy storage capacity by FY2030.
The state has introduced several policy initiatives to facilitate investments, including the Pumped Storage Policy 2025, Renewable Energy Policy 2025, Green Hydrogen Policy 2026 and Industrial Investment Promotion Package 2025.
Yadav stated that projects worth approximately ₹78,400 crore are currently at various stages of implementation in Bihar, in addition to the broader investment roadmap covering multiple sectors.
He also highlighted the 301 MW Kajra Solar Power Project, which includes a 523 MWh battery energy storage system, along with solarisation of government buildings and other renewable energy initiatives.
Power Distribution Companies Report Improved Performance
Bihar has also reported improvements in the operational and financial performance of its power distribution companies.
According to Yadav, both North Bihar and South Bihar power distribution companies are operating in profit, while aggregate technical and commercial (AT&C) losses remain below the national average.
The installation of nearly one crore smart meters and collection efficiency approaching 100% were highlighted as significant achievements in the state’s power sector.
Investment Opportunities in Solar, BESS and Manufacturing
During a panel discussion titled ‘Bihar’s Renewable Energy Future: Unlocking New Avenues for Investment and Growth’, Yadav outlined investment opportunities across distributed renewable energy, battery energy storage systems and renewable energy manufacturing over the next two to five years.
The state aims to develop approximately 5,000 MW of distributed renewable energy capacity through various initiatives.
This includes 2,700 MW of solar capacity under the PM-KUSUM scheme, 500 MW through solarisation of government buildings and rooftop solar installations for approximately 15 lakh households under PM Surya Ghar. Solar projects are also planned on reservoirs and other suitable locations.
The state is additionally exploring large-scale battery energy storage systems, pumped storage projects and solar-plus-storage solutions. The proposed 150 MW Solar Park in Aurangabad was also highlighted during the discussion.
The panel included representatives from Adani Green Energy, Tata Power Trading Company, the Asian Development Bank and the German Biogas Association. Discussions covered renewable energy investment opportunities, energy storage, green hydrogen, technological innovation, manufacturing and private sector participation.
Three MoUs Signed to Strengthen Bihar’s Power Sector
Bihar signed three Memorandums of Understanding (MoUs) during the summit to strengthen renewable energy development, technical collaboration, research and skill development.
The first MoU was signed between Bihar State Power Generation Company Limited (BSPGCL) and the Centre for Mission on Energy Transition (CMET) at Maulana Azad National Institute of Technology (MANIT), Bhopal. The agreement aims to facilitate cooperation in renewable energy planning and power system management.
The second MoU was signed among the Power Sector Skill Council (PSSC), Bihar State Power Holding Company Limited (BSPHCL) and Bihar Power Training Management Society (BPTMS), Gaurichak, Patna. It focuses on skill development, training and improving human resource efficiency in the power sector.
The third agreement was signed between BSPGCL and The Energy and Resources Institute (TERI) to promote technical collaboration and research in the power and renewable energy sectors.
The plenary session was attended by senior officials from the Ministry of New and Renewable Energy, Central Electricity Authority and Bihar’s power sector, along with renewable energy industry representatives.
Bihar’s participation in the summit highlighted its efforts to attract renewable energy investments, expand energy storage infrastructure, strengthen manufacturing capabilities and generate employment through clean energy development.
