Central Electronics Limited (CEL), a Mini Ratna Government of India enterprise, has issued a tender for setting up a 1.2 GWp solar PV module manufacturing line at its Sahibabad facility under a revenue-sharing model in line with the Make in India initiative.
The project will utilize a 21,000 sq. m site with a proposed 15,000 sq. m built-up area, including an existing 900 kWp ground-mounted solar plant, handed over to the selected developer on an “as-is-where-is” basis. Bidders are required to establish the manufacturing line and commence operations within 12 months from the issuance of the Letter of Intent (LoI) or site handover, whichever is later.
Under the scope of work, the selected developer will undertake building infrastructure, installing and commissioning equipment, arranging utilities and manpower, securing certifications, managing O&M, marketing, sales, and warranties. All modules produced must be sold exclusively through CEL under the bidder’s brand, with full warranty liabilities resting on the developer.
CEL has earmarked up to INR 25 crore as financial support for the project, to be released against invoices, with the infrastructure remaining CEL’s property. Under the revenue-sharing model, the developer will pay CEL either the per-watt tariff discovered via forward auction or a minimum assured amount of INR 15 crore in the first year and INR 18 crore annually from the second year onward, including the extension period.
The tender requires bidders to furnish an earnest money deposit of INR 50 lakh, have an average annual turnover of INR 75 crore in the last three consecutive financial years, and a minimum net worth of INR 50 crore as of March 31, 2025.
The bid submission deadline is January 15, 2026, with techno-commercial bids opening on January 16, 2026. The contract period is initially six years, extendable up to three additional years at CEL’s discretion based on performance and compliance.
This initiative is expected to enhance CEL’s solar manufacturing capabilities, support India’s renewable energy growth, and reinforce the country’s clean energy transition goals.
