Haryana Invites Bids for 350 Off-Grid Solar Projects with BESS, 7-Year O&M Clause

Haryana Invites Bids for 350 Off-Grid Solar Power Projects

The Haryana Government has invited bids for the supply, installation and commissioning of 350 off-grid solar power projects with BESS, as part of its ongoing efforts towards decentralised renewable energy deployment across Haryana. The Off-Grid Solar Power Tender ia issued by the Haryana Renewable Energy Development Agency (HAREDA) and it will cover installations across Haryana and Chandigarh.

Capacity Details for The Project

As per the Tender Document, the Project Details are as follows:

  • The installation of 350 off-grid solar PV systems
  • The system caapcity should range between 1 KW to 3KW
  • Total Combined capacity should be around 600 KWp of total combined capacity (Expandable upto 1.5 times)
  • To Deploy in distinct areas across Haryana and Chandigarh

The tender also includes complete electrical wiring up to user points, system testing and commissioning, along with basic training for end users.

Execution Model and Timeline

The project will be implemented under an annual rate contract model, where selected bidders will handle the entire lifecycle of the project.

  • Commissioning timeline: 3 months from work order
  • Responsibility includes design, supply, installation and commissioning
  • Developers must ensure timely execution and performance

O&M and Service Requirements

The Tender document also states the long-term maintenance responsibility on developers:

  • Warranty and Maintenance should be of Comprehensive 7 years
  • Penalties will be applicable if Project will be delayed
  • Any Complaints must be taken care within 72 hours
  • Eligible for blacklisting in case of repeated non-compliance

Technical Specifications

The tender places strong emphasis on quality and system performance. Key requirements include:

  • LiFePO4 (Lithium Iron Phosphate) batteries
  • Hybrid inverters with solar, battery and grid compatibility
  • Advanced battery management systems (BMS)
  • Mandatory use of domestically manufactured solar modules (ALMM compliant)

Eligibility Criteria for the Bidders

To participate in the tender, bidders must meet the following Criteria:

  • Ssolar installation experience of Minimum 250 kW
  • Average annual turnover of ₹2.25 crore (last three years)
  • Must be a manufacturer or system integrator with valid certifications
  • Required component tie-ups (modules, inverter, battery)

Payment Structure

The payment will be released in stages:

  • 50% on supply of materials
  • 40% after installation and commissioning
  • 10% after completion of 7 years or against bank guarantee

Push for Decentralised Solar

This Off-grid Solar Power Projects Tender from Haryana highlights continued focus on off-grid and decentralised solar systems, especially in areas with limited grid reliability. By integrating battery backup and enforcing long-term maintenance, the state aims to ensure reliable and sustainable power access while supporting domestic manufacturing.
