SJVN Green Energy Ltd (SGEL) has invited bids to develop up to 1,000 MWac of grid-connected solar PV projects across Punjab and Rajasthan, with the selected contractor also responsible for land development and five years of comprehensive operation and maintenance.
The tender, issued under Bid Document No. SGEL/CHQ/Contracts/PSPCL-1000 MW/2026, is structured as an EPC package with land and long-term O&M. SGEL, a wholly owned subsidiary of SJVN Ltd, has set the aggregate tendered capacity at 1,000 MWac, with bidders allowed to offer 250 MWac, 500 MWac, 750 MWac or the entire 1,000 MWac.

The procurement will follow a single-stage, two-envelope bidding process, comprising a techno-commercial bid and price bid, followed by an e-reverse auction. SGEL will rank qualified bidders after the reverse auction and award the tendered capacity according to the final ranking and bidding provisions.
Each 250 MWac block has a different module arrangement
SGEL has divided the 1,000 MWac tender into four identified 250 MWac capacity portions.
Each 250 MWac unit will comprise a 100 MWac portion for which the contractor must supply the solar PV modules and all other required equipment, and a 150 MWac portion for which SGEL will provide the solar modules. The contractor will remain responsible for the remaining materials, equipment, systems and facilities required to complete the 150 MWac portion.
The modules supplied by SGEL will be handed over free of cost at designated locations in Kutch, Gujarat; Nanded, Maharashtra; Hoshiarpur, Punjab; and SBS Nagar, Punjab. After handover, the contractor will be responsible for their transportation, storage, insurance, installation, integration, testing, commissioning, operation and maintenance.
Land and evacuation will remain with the contractor
The selected contractor will have to identify and arrange the land required for the project through a long-term lease of at least 28 years. The contractor will also have to develop the land and establish legally valid rights in favour of SGEL, free of encumbrances that could affect project development or operation.
A notable feature of the tender is its transmission requirement. While the solar projects may be located in either Punjab or Rajasthan, the contractor must arrange and maintain connectivity with the Punjab State Transmission Utility network, irrespective of the project’s physical location.
The evacuation scope extends beyond obtaining connectivity. It includes system and grid-integration studies, right of way, transmission lines, substations, bays and bay extensions, protection, communication, metering and other facilities required to deliver electricity to the applicable interconnection point.
Five-year O&M included
The EPC contractor will have turnkey and single-point responsibility for the complete projects, covering design, procurement, construction, commissioning, grid integration and guaranteed performance.
Following commercial operation, the contractor must provide comprehensive O&M for five years, including the power evacuation system up to the applicable interconnection, metering or delivery point.
For qualification, bidders must demonstrate experience in successfully completed grid-connected ground-mounted or floating solar PV projects. Depending on the route used, the tender requires three projects of at least 100 MWac each, two projects of at least 125 MWac each, or one project of at least 200 MWac. Each qualifying project must also have operated successfully for at least six months.
Financially, bidders must have an average annual turnover of at least ₹1.50 crore/MWac based on the capacity offered, working capital of at least ₹86 lakh/MW, and positive net worth in FY2025-26 as well as in at least two of the previous three financial years.
SGEL has entered into a Power Purchase Agreement with Punjab State Power Corporation Ltd (PSPCL) for the power from the projects. The tender therefore combines project development, land procurement, generation infrastructure, grid evacuation and long-term O&M under one EPC procurement package.
