Haryana Power Purchase Centre (HPPC), on behalf of the state distribution companies Uttar Haryana Bijli Vitran Nigam Limited and Dakshin Haryana Bijli Vitran Nigam Limited, has invited bids to develop 500 MW of grid-connected solar photovoltaic (PV) projects integrated with a 250 MW/1,000 MWh battery energy storage system (BESS) in Haryana. The tender follows a tariff-based competitive bidding process under the build-own-operate (BOO) model. Selected developers will supply electricity under a 25-year power purchase agreement (PPA) with HPPC. The deadline for bid submission is November 17, 2026.
Scope of Work and Project Requirements
The selected developers will be responsible for developing the solar-plus-storage projects and establishing the associated transmission infrastructure up to the delivery or interconnection point. The scope includes identifying and acquiring land, installing and owning the solar PV plants and BESS, obtaining statutory approvals, securing grid connectivity, and developing transmission lines and associated line bays at their own cost.
Developers must also install remote terminal units and supervisory control and data acquisition (SCADA) systems as required under the tender. The BESS capacity must be at least 0.5 MW/2 MWh for every 1 MW of contracted solar capacity, providing four hours of storage duration. The projects must be commissioned within 24 months of signing the PPA.
The tender also requires compliance with applicable technical standards for solar PV modules. Developers must use modules and cells listed under the relevant Approved List of Models and Manufacturers (ALMM), in accordance with applicable requirements.
The minimum contracted capacity permitted under a single bid is 5 MW, while the maximum is 250 MW.
Bid Fees and Financial Eligibility
Bidders must submit an earnest money deposit (EMD) of ₹13.27 lakh per MW in the form of a bank guarantee. The tender also specifies a document fee of ₹50,000, plus Goods and Services Tax (GST), and a bid processing fee of ₹10,000 per MW, plus GST.
Under the financial eligibility criteria, bidders must meet the prescribed net worth and annual turnover requirements based on their quoted project capacity. The minimum net worth is ₹1.327 crore per MW of quoted capacity, while the minimum annual turnover is ₹76.4 lakh per MW of quoted capacity. These requirements must be demonstrated using the applicable financial records for the preceding two financial years, as specified in the tender.
Through this procurement, Haryana aims to add solar generation capacity supported by battery storage, enabling electricity to be stored and supplied when required. The integration of BESS is expected to improve the flexibility of solar power supply and support electricity demand management across the state’s distribution network.
